Spearheaded by its Nutrition Surveillance Division, the National Nutrition Council (NNC) conducted an End Users’ Training on the ECCD F1K Reporting System, on 5-7 and 12-14 November 2019 at the Asian Institute of Management Conference Center, Makati City. Health and nutrition staff from the provinces of Pangasinan, Nueva Vizcaya, Rizal, Quezon, Occidental Mindoro, Camarines Sur, Catanduanes, Iloilo, Negros Occidental, Cebu, Leyte, Samar, Zamboanga del Sur, Davao del Sur and Davao Occidental, as well as select Nutrition Officers from NNC Regional Offices of NCR, MIMAROPA, I, II, III, V, VI, VII, VIII, X, XI, CARAGA and BARMM participated in the 3-day training.

The web-based ECCD F1K reporting system enables multi-level program managers to easily track delivery of ECCD-related services, progress of individual pregnant women, lactating mothers and children 0-23 months as well as overall municipal/city-based program accomplishments versus the programmed results. The system also allows reduced time in writing and preparing reports since workers can already encode and transmit reports real-time without printing. The system allows off-line encoding and generates SMS-enabled notifications. Workers can therefore use the system using mobiles and tablets, with or without continuous internet connection.

The trained regional and provincial participants are expected to conduct roll out trainings in their respective cities, municipalities and barangays before the year ends. While initially developed for ECCD F1K program areas, the use of the system will also be rolled-out in non-ECCD areas in 2020.

Asiagate Networks Inc., an IT solutions company and constant partner of several government agencies, assisted NNC in the development of the F1K Reporting System. Efforts are ongoing to make the system interoperable with related systems including the DOH’s Field Health Service Information System.

The development of the system is pursuant to NNC’s mandate per Republic Act 11148 “Kalusugan at Nutrisyon ng Mag-Nanay Act” and Republic Act 11037 “Masustansiyang Pagkain Para sa Batang Pilipino Act”, ordering NNC to prioritize LGUs with highest levels of undernutrition, with available capabilities and willingness to provide counterpart resources. RA 11037 specifically mandated NNC to establish a National Nutrition Information System and to harmonize nutrition data at all levels.

All LGUs and support organizations are encouraged to provide support and to immediately effect the use of the ECCD F1K Reporting System to assist in the management of programs for the first 1000 days.
