BAGUIOHailed as the “City of Pines” and the melting pot of different peoples and cultures in the Cordillera Administrative Region, Baguio City is the center of education, trade and commerce in the region. It continues to attract tourist on a year-round basis mainly due to its cool climate, not reaching above 26 degrees centigrade even as the lowland areas are searing with their 35 degrees temperature. It also lures many families to seek employment and engage in small business in the city, thus the ethnicity of the population is not established as it caters to varied people, from all walks of life.

 

The City Nutrition Committee is composed of 22-member agencies and organizations, with their nutrition programs and projects supported by city ordinances passed in 2017. Their nutrition program implementation is strengthened with the presence of City Nutrition Office with 14 full time nutrition staff as Nutrition Coordinators supervising 253 nutrition volunteers composed of the Barangay Nutrition Scholars (BNSs) and Barangay Nutrition Action Officers (BNAOs), as well as providing technical assistance to barangay nutrition committees in the spirit of family, teamwork and fun.

 

The population is very fluid but with the presence of Barangay Nutrition volunteers in all the barangays, new migrants are identified and where there are children, they are registered in the nutrition masterlist. The city is small having an area of 57.49 square kilometers catering to 128 barangays. The support of the city and barangay leaders is laudable as they recognize and appreciate the well-being benefits from attending to the health and nutrition of their constituents, with the institutionalization of yearly nutrition action planning and performance implementation reviews (PIR). Programs and projects are funded assuring their support and implementation of the Philippine Plan of Action on Nutrition (PPAN) at their level.

 

CARMEnuTUGUEGARAO CITY, Cagayan – Members of the Cordillera Administrative Region-Media Educators on Nutrition (CAR-MENU) learned from the “pros” in their recent visit to Cagayan the province for a benchmarking on the advocacies on nutrition by the Balay ni Ifan – the Region 2-based organization of media practitioners advocating good nutrition.

Established in 2009 as partner of the National Nutrition Council in promoting good nutrition in one of the most challenging provinces in the country, partly due to its location, Balay ni Ifan has cemented its repute as one of the most active media organizations in the country. Since its inception, it has produced many information and education materials all geared towards informing the public about the importance of good nutrition.

Committed in their role as purveyors of information, Balay ni Ifan produced collaterals, radio drama, advertisements, and have even initiated contests that would help promote their advocacy to various sectors such as the academe, out of school youth, mothers, and even the transportation sector.

As volunteers and advocates, professional fees of most members of Balay ni Ifan have been waived and their ad rates, discounted.

The group, currently with 31 media organizations as members also participates in the distribution of food packs not just in this city but even in the farthest villages of Cagayan and in the nearby provinces of Kalinga, Apayao, and Batanes.

Overwhelmed about how far the advocacies of Balay ni Ifan has gone, CAR-MENU President Marilou Guieb said it is both an honor and a challenge for Cordillera media practitioners to replicate or even exceed what its counterpart in Region 2 has done.

Guieb vowed to come up with projects that CAR-MENU will be able to implement – initially in Baguio City, and if successful, in nearby towns of Baguio.

She said CAR-MENU has committed members who are willing to share their time and talent so as to realize the projects that will benefit the communities they serve.

Members of the CAR-MENU who joined the benchmarking activity included Marilou Guieb of Business Mirror, Dennis Dionisio of Philippine News Agency, Rimaliza Opiña of Baguio Midland Courier, Rose Malekchan of MPBC-DZWT, Wenilyn Asuncion of Baguio Chronicle, Joseph Manzano of RPN-DZBS and Dexter A. See of the Baguio Public Information Office, Herald Express, and Manila Standard.

Balay ni Ifan members expressed optimism in the successful implementation of nutrition-related initiatives and activities of their counterparts in the Cordillera. They urged them to strive for the delivery of quality messages that will empower people to practice a healthy lifestyle through good nutrition.

Yes, nothing can stop the expanded Regional Nutrition Evaluation Team of Central Luzon (RNET-CL) from taking a wide stride to start and finish the 2018 Monitoring and Evaluation of Local Level Plan Implementation (MELLPI) from April to August 2018.

The team’s “take off point” for the 2018 MELLPI was the validation visits of the contenders for the 2017 Search for the Regional Outstanding Barangay Nutrition Scholars (ROBNS) held on 23 April to 23 May 2018. The 2017 Search for the ROBNS aims to recognize individuals with outstanding performance in improving the nutrition situation of their respective communities. Participating ROBNS contenders came from the cities of Cabanatuan, Science City of Muñoz, San Jose and Palayan (Nueva Ecija); Malolos and Meycauayan (Bulacan), Angeles, San Fernando and Mabalacat (Pampanga) and from the provinces of Aurora (Dilasag), Bataan (Samal), Nueva Ecija (Talavera), Pampanga (Lubao), Tarlac (La Paz) and Zambales (Candelaria).

The 30-member RNET-CL who actively participated and played pivotal roles in the completion of the 2017 Search for ROBNS were from the Bureau of Fisheries and Aquatic Resources, Department of Science and Technology, Department of Social Welfare and Development, Department of Trade and Industry, National Commission on Indigenous Peoples, Philippine Information Agency and Philippine National Police.  

A unique feature of this year’s MELLPI was the application of five-pronged strategies such as: 1) organization of two to three teams to maximize time and shorten the validation visits; 2) conductof desk review at the regional government center, which requires synchronizing schedules of the RNET/RTWG members; 3) hiring of vehicle or use of RNC-member agency vehicle; 4) scheduling of areas that are adjacent or near each other e.g. visit in Cabanatuan City was dovetailed with the visit in Aurora Province; and 5) manage time based on a set schedule. The exit or feedback conference of the initial findings was the most awaited part of the evaluation as most of the LGUs showed their receptiveness in improving their current practices in addressing their nutrition situation.

As the 2018 MELLPI is nearing to completion, both the RNET members and the LGUs who took the challenge of being evaluated look forward to the much awaited 2018 Regional Nutrition Awarding Ceremony, not just to celebrate success but to renew their commitment to the women and children who made up the nutrition program.

First aired and established last November 9, 2010, 97.3 Radyo Kalumonan is now stepping up in addressing malnutrition in San Isidro, Davao Oriental through relevant and comprehensive radio broadcasting, 18 hours a day. It was through the effort of NNC XI and its partners, LGU-San Isidro and Davao Oriental State College of Science and Technology by upgrading its broadcast materials and output in line with the Nutriskwela Community Radio Network Program’s goal in promulgating proper and good nutrition to the people of the Municipality.

A Three-Day Refresher Training was done last April 26, 27, and 28, 2018 participated by the personnel of 97.3 Radyo Kalumonan, delegates from the DOSCST San Isidro and Main Campus-Mati lead by Dr. Roy G. Ponce, Vice President for Research, Development & Extension of DOSCST, who shared about Home Farming & Container Gardening and representatives from all LGU Offices of San Isidro including the BFP, PNP, and AFP that were instructed by Mayor Yu to promote transparency and public service through broadcast media.

Dr. Maria Teresa L. Ungson, Nutrition Program Coordinator of the Region, discussed about Building Self-confidence: In Radio Broadcasting. This topic aimed to develop the interpersonal skills of the participants in doing board work, to conquer mic-fright and how to interact with listeners comprehensively. She also summarized the Philippine Plan of Action 2017 – 2022 and reported about Nutrition in Emergencies which also served as a guide for the LGU in determining their role during unexpected emergencies in the Municipality and how Radyo Kalumonan can be used during disasters.

NO II John Warry R. Fernandez of NNC XI reported about Media Ethics, Roles of Media and People, and facilitated the one-on-one hands-on training on radio broadcasting of the participants in order for them to familiarized themselves in the FM booth.

Station Policies, Political Policies, and an Overview of the Nutriskwela Community Network Program were presented to the participants by Ms. Katherine Villanueva, NO II from the NNC Central Office as almost all of the personnel were new in the station.
