The National Nutrition Council (NNC) - CAR is the secretariat of the Regional Nutrition Committee (RNC). The RNC is described in the next section.
NNC CAR carries out tasks along the four major programs: a) policy formulation and coordination, b) nutrition program monitoring and evaluation, c) promotion of good nutrition and d) provision of technical assistance to regional and LGU nutrition stakeholders. These programs operationalize the NNC functions mandated by law (PD 491) as follows:
- Formulate national food and nutrition policies and strategies and serve as the policy, coordinating and advisory body of food, nutrition and health concerns;
- Coordinate planning, monitoring, and evaluation of the national nutrition program;
- Coordinate the hunger mitigation and malnutrition prevention program to achieve relevant Millennium Development Goals;
- Strengthen competencies and capabilities of stakeholders through public education, capacity building and skills development;
- Coordinate the release of funds, loans, and grants from government organizations (GOs) and nongovernment organizations (NGOs); and
- Call on any department, bureau, office, agency and other instrumentalities of the government for assistance in the form of personnel, facilities and resources as the need arises.
NNC – CAR Organization Structure
NNC CAR is composed of the OIC-Regional Nutrition Program Coordinator, three technical staffs (two Nutrition Officers II and one Nutrition Officer I) and three support staffs (2 Administrative Aide VI, 1 driver and 1 Utility worker). NNC is an attached Agency of the DOH.
About the RNC
The Regional Nutrition Committee (RNC) serves as the structure that oversees the progressive implementation of the Regional Plan of Action for Nutrition (RPAN). The function covers integrating and harmonizing actions for nutrition improvement at the regional level. The RNC-CAR is

The Roles and Functions of RNC
- Formulate regional nutrition policies and programs
- Coordinate the planning, monitoring & evaluation of the regional nutrition program
- Tap agencies concerned for resource allocation as maybe needed.
- Provide technical assistance to LGUs along with nutrition program management
- Create technical working groups/core groups as needed to address particular issues and strengthen inter-agency coordination
- Serve as the nutrition cluster during disasters and emergencies
The technical arm of the RNC is the Regional Technical Assistants on Nutrition (RTAN) which consist of the designated technical staff of the RNC Member agencies.
The Roles and Functions of RTAN
- Attend RTAN meetings and provide input in the discussion
- Participate in planned nutrition activities at the national or local level
- Participate in the Monitoring and Evaluation of Local Level Plan Implementation and Search for the Outstanding Barangay Nutrition Scholar
- Provide input in the Regional Plan of Action for Nutrition based on their agency’s concern in contributing to address malnutrition in the region
- Provide technical assistance to the Local Nutrition Committees
- Takes the lead in the agency’s celebration of Nutrition Month
- Relay/ cascade nutrition information to the agency head and staff
Roles of RNC Member agencies
All government agencies have a role in the implementation of nutrition program. The common involvements of the regional line agencies especially members of the Regional Nutrition Committee in the nutrition program include the following:
a) participation in the formulation nutritionand related policies and programs
b) implementation of nutrition and related programs based on agency mandates and agency commitments in the PPAN
c) participationin the regional nutrition programs/projects of the RNC including inter-agency monitoring of local level nutrition program implementation
d) implementation of nutrition programs in the workplace (e.g. nutrition month)
e) designation of a focal person on nutrition and alternate as RTAN member, and
f) submission of reports to the RNC.
