Bauang, La Union- the National Nutrition Council Region I together with the members of the RNC1 through the RNPET, selected LGU partners successfully revisited the Regional Plan of Action for Nutrition (RPAN) 2019-2022 implementation for 2021 through a blended setup of Program Implementation Review (PIR) cum Policy Review held last 19-20 January 2022 at Hotel Ariana attended by thirty-three (33) stakeholders and partners.
The review aims to ensure the continuous implementation along with constant assessment and monitoring of the progress of RPAN which evolved and adopted the context of the new normal.
As a background, the PPAN 2017-2022 was adopted in the region through RDC Resolution No. 49, s. 2017 entitled, “Enjoining All Concerned Regional Line Agencies and Local Government Units (LGUs) to support the Implementation of the Philippine Plan of Action for Nutrition (PPAN) 2017-2022” hence, the development of the RPAN 2019-2022 by the Regional Nutrition Committee of Region 1 (RNC-1) as the region’s commitment in the so-called shared responsibility in addressing malnutrition in the country.
Mr. Kendall Gatan, Officer-In-Charge of the NNC-Region 1 expressed his gratitude to all the stakeholders and local partners for doing their part in ensuring the nutritional well-being of the Region 1 constituents particularly in this time of pandemic.
He also presented a notable and promising results in malnutrition reduction as per the 2021 Operation Timbang Plus results where the percentage of both undernutrition (wasting and stunting) and overnutrition (overweight and obese) significantly decreased from the previous years.
The presentation of the overview of the PIR and status of reports submission and 2021 RPAN Accomplishment Report by Ms. Helen Joy Bugaling and Ms. Wylibeth Lumpias of NNC-Region 1, respectively.
A workshop then followed to assess and evaluate the 11 programs and 42 projects under the RPAN on the actual status and impact of the accomplishments for the calendar year 2021 and the years prior in the region as basis in executing adjustments for the remaining implementation year and in crafting its successor plan.
One of the notable stands is to scale-up the LGU mobilization recognizing that bulk of nutrition services were devolved as results of the Supreme Court ruling on the Mandanas-Garcia petition.
The next day, the team were able to conduct the review of regional nutrition policies through a Client Feedback Form for Policies and a blended focused group discussion (FGD) to measure the extent of compliance of concerned entities to the said issuances and could be a basis for possible reiteration.
The policies reviewed were the following:
a. RDC Resolution No. 102, s. 2019 (RNC Resolution No. 1, s. 2018)- Enjoining all Region 1 Regional Line Agencies (RLAs) and Local Government Units (LGUs) to Institutionalize their Healthy Lifestyle Program
b. RDC Resolution No. 7, s. 2019 (RNC Resolution No. 1, s. 2019)- Enjoining Regional Line Agencies (RLAs), State Colleges and Universities (SUCs), the Academe and all concerned Entities to Utilize the Pinggang Pinoy as Basis in Serving Meals and Snacks During Meetings, Conferences, Trainings and Other Related Activities.
c. RNC Resolution No. 2, s. 2017- Supporting the Implementation of the Early Childhood Care and Development for the First 1000 Days (ECCD-F1K) Program in Accelerated and Sustainable Anti-Poverty Program (ASAPP) Areas in Region 1 and Creation of its Regional Technical Working Group (RTWG)
d. RNC Resolution No. 2, s. 2015- Resolution Adopting the Guidelines on the Shepherding of Local Nutrition Committees for Implementation in Region 1
Lastly, Ms. Lumpias on behalf of Mr. Gatan closed the two-day activity where she urged for the continuous advocacy and provision of quality nutrition services in region 1 through scaling up all collaborative efforts for a more intensified partnership and coordination among all members of the RNC1 and Region 1 LGUs as a step in the realization of the PPAN and RPAN. /WNL
