DILG Memorandum Circular No. 2018-42 – “Adoption and Implementation of the Philippine Plan of Action for Nutrition (PPAN) 2017-2022” was approved on 26 March 2018. The circular aims to provide guidelines on the roles and responsibilities of the DILG Field Offices and Local Government Units (LGUs) on the implementation of PPAN 2017-2022.
The identified roles and responsibilities of the LGUs were to: 1. Formulate Local Nutrition Action Plans; 2. Implement, monitor and evaluate nutrition-specific, nutrition-sensitive and enabling programs; 3. Include in their Local Development Plans and Annual Investment Programs applicable PPAN programs; 4. Organize and strengthen their local nutrition committees; 5. Designate Nutrition Action Officers with support staff; 6. Sustain recruitment and employment of barangay nutrition scholars (BNSs); 7. Provide incentives to the LNC members, to the extent possible; 8. Develop and implement nutrition programs that will ensure good nutrition among its employees; 9. Pass and enact local nutrition policies; and 10. Submit semestral PPAN accomplishment reports every January and July.

The format for the PPAN Semestral report was attached as Annex B – Status of Nutrition Programs, Physical Accomplishments in the approved memorandum circular. DILG Regional Office will then copy furnished NNC Regional Office of the consolidated regional reports every 5th of February and August. NNC Regional Office technical assistance to the LGUs in the preparation, implementation, monitoring and evaluation of their respective nutrition action plans in line with the PPAN 2017-2022.
Annex A – Guidelines on Establishing a Database on Functional Local Nutrition Committees was also attached in the memorandum circular to ensure functionality of local nutrition committees. This shall be submitted to respective NNC Regional Office every 30th of June and December.
Both the PPAN Semestral Reports and the LNC Functionality checklist attached as annexes in DILG MC 2018-42 will help NNC Regional Offices to identify priority areas to be given technical assistance in strengthening their LNCs and nutrition programs in their respective barangays.
