TUGUEGARAO CITY, CAGAYAN---- Dr. Desireeh Gracia Casauay-Bulauitan, Municipal Nutrition Action Officer (MNAO)- Camalaniugan, Cagayan, placed 2nd Runner up as 2019 Regional Outstanding MNAO.

The Regional Nutrition Evaluation Team (RNET) Region 02 during its deliberation has unanimously agreed MNAO Bulauitan as the 2nd Runner Up Regional Outstanding MNAO based on the results of Monitoring and Evaluation of Local Level Plan Implementation Protocol (MELLPI Pro), and interview conducted by the team.

Annually, the MELLPI is conducted by an interagency nutrition evaluation team from the national to provincial/ city/municipal levels to assess the efficiency and effectiveness of local nutrition program management and implementation.

In 2019, the National Nutrition Council launched the use of the enhanced version of MELLPI called MELLPI Pro.  The MELLPI Pro is used to monitor and evaluate performance of local government units at all levels and local nutrition focal points like the Barangay Nutrition Scholars, Nutrition Action Officers and District/City /Municipal Nutrition Program Coordinators.

The MELLPI PRO for Local Nutrition Focal Points assesses the performance of frontline nutrition workers in carrying out their core functions in line with delivering nutrition services in the locality. Performance is defined along eight management dimensions: P1. Coordination; P2. Advocacy; P3. Planning; P4. Implementation; P5. Monitoring and evaluation; P6. Resource generation; P7. Documentation and record keeping and P8. Capacity building.

Few of the notable accomplishments of MNAO Bulauitan are the following:

  • Conducted regular MNC meetings with discussions and updates on BNSs and BNCs
  • LNAP integrated in LDPs and AIPs with separate page/portion for nutrition
  • Discussed accomplishments and updates on PPAN PPAs during MNC meetings
  • Conducts regular BNS and BNC meetings
  • Conducts PIR and Local MELLPI Pro
  • conducted one-time feeding program in partnership with a private citizen
  • conducted various income-generating activities like Food-ibig booth, Barya mo Para sa Kalusugan ko, Slam Dunk that Junk, Selfie for a Cause, WAR AGAINST MALNUTRITION should include monitoring of weight to measure impact
  • Conducted IYCF training for BNSs and nutrition staff with capacity building included in MNAP
  • With OPT results; consolidated BNS and BNC reports; with database of BNSs and agency quarterly reports; with documentation reports; M&E tools are consolidated

The RNET was composed of National Nutrition Council, Bureau of Fisheries and Aquatic Resources and Philippine Information Agency as chair of the RNET 2021.

Conferment for the award is tentatively set on November 2021 during the Regional Nutrition Awarding Ceremony.###John Nestor Ballad
