r02 NNC Region 02 conducts HAIN Post Disaster Project of Aglipay Quirino 2012December 13, 2012 – The National Nutrition Council Region 02 in collaboration with the Local Government Unit of Aglipay, Quirino was successfully implemented in the four targated Barangays the Integrated Action for Hunger Alleviation and Improved Nutrition (HAIN) Post Disaster Project, a post disaster project for the municipality of Aglipay, Quirino.

This was mainly due to the vulnerability of the area and the impact of the said typhoons to the former, wherein vast units of crops were destroyed which exacerbated the challenges that the locals were facing. HAIN project’s implementation aims to alleviate hunger and malnutrition and to provide temporary employment for a full recovery from their downfall during the typhoon. The cash/rice for work scheme was implemented for the municipality.

Beneficiary validation and orientation was initially executed by the Provincial Nutrition Committee of Quirino. With these finalized, the HAIN project launchings were held simultaneously in the different barangays in October 1, 2012, attended by MNC members headed by Hon. Jerry T. Agsalda, Municipal Mayor/MNC Chair together with Hon. Teresita DC. Quebral, Vice Mayor and other officials and MNC members.

HAIN project includes the conduct of scheduled Health-Nutrition Classes by the M/BNC to promote awareness on various health, nutrition, family, economic and livelihood issues. The Nutrition officers from the province and municipal served as their lecturers.

The first release of the incentives was held on October 15, 2012 with NPC Maestre and NOI Vilgera personally attending said release. Each of the beneficiaries received cash and a kilo of I-Rice relative to the number of days they have rendered service through community work. Each beneficiary at barangays Ligaya, San Leonardo and Dungo received P555.00 cash and 4 kilos of I-Rice for the past 4 days of rendering community work while P1, 110.00 cash and 8 kilos of I-Rice was given to each beneficiary of barangay San Francisco after rendering 8 days of community work.

The last release of the incentives was hel in November 6, 2012 with NPC Maestre and Nutrition staff of Quirino Province. Each beneficiary from Brgy. Dungo received P1, 248.75 and 9 kilos of Rice, from Brgy. Ligaya they received P1, 387.50 and 10 kilos of Rice, from Brgy. San Francisco each beneficiary received P 693.75 and 5 kilos of Rice and 103 beneficiaries from Brgy. San Leonardo received P 555.00 and 4 kilos of Rice each for rendering 4 days of community work and 123 beneficiaries received P 832.50 and 6 kilos of Rice each to complete the 20 days community work.

The spontaneous experience with typhoons Pedring and Quiel in 2011, both of which affected nearly the same areas in Cagayan Valley, among others, the Hunger Alleviation and Improved Nutrition or HAIN project was proposed.
