102021 BNS Eligibility

Did you know that the Civil Service Commission (CSC) grants Barangay Nutrition Scholar Eligibility (BNSE) to barangay-based volunteer workers who have rendered at least two years of continuous and satisfactory nutrition services and other related services?

This BNS Eligibility has been granted pursuant to Presidential Decree 1569 (PD 1569) which mandates for deployment of at least one barangay nutrition scholar in every barangay thus shall be accountable for the sufficient delivery of nutrition and nutrition-related services within the community.

Conforming to Memorandum Circular No. 04, s. 2001, BNSE is a first level of eligibility which can be applicable for appointment to positions not requiring written examination, assuming that the appointee associates the education, training, experience, and other requirements of the desired position.

To all interested barangay nutrition scholars, you can get your BNS Eligibility through these three easy steps: 

STEP 1: Submit the following documents to the National Nutrition Council Regional Office:

  1. Request letter from the local chief executive
  2. First and latest appointment or designation papers (original or certified true copy)
  3. Signed BNS masterlists for two consecutive years of service (most recent)
  4. Valid identification card of BNS (can be photocopy)
  5. Certificate of completion of BNS training or practicum (can be photocopy)
  6. At least two Certificate of Attendance or Participation from relevant trainings (can be photocopy)
  7. PSA-certified birth certificate (can be photocopy)

STEP 2: National Nutrition Council Regional Office will process and endorse the request to the NNC Central Office for release of original or authenticated dry-sealed list of BNS.

STEP 3: BNS Applicant will continue the process by submitting the original or authenticated dry-sealed list of BNS (from NNC CO) and the following documents to Civil Service Commission Regional Office:

General Documentary Requirements

  1. Properly accomplished Application Form (Download form here: http://www.csc.gov.ph/2014-02-21-08-28-23/pdf-files/category/283-cs-form-101-i,-revised-dec-2011)
  2. 3 pieces of passport-size ID photos with name tag taken within the last three (3) months prior to filing
  3. Original and photocopy of any government-issued ID
  4. Original and photocopy of PSA-issued birth certificate
  5. Original and photocopy of PSA-issued marriage certificate (for female married applicants)
  6. Certification of no pending administrative and/or criminal case using CSC SPEL Form 1, April 2012

Specific Documentary Requirements

  1. Original or authenticated and dry-sealed list of BNS issued by the NNC
  2. Diploma, or authentic evidence of completion of high school course
  3. Certification of residency in the barangay for at least six (6) years, and can speak the dialect
  4. Certification of completion of the prescribed 10-day training course and 20-day practicum in the barangay where applicant is assigned
  5. Certification that the applicant has obtained a passing mark in the accomplishment of targets set in the action plan
  6. Copies of monthly accomplishment report (NNC Form 5) for the last two (2) years authenticated by the nutrition action officer
  7. Copies of BNS performance evaluation sheets for the last two (2) years authenticated by the nutrition action officer for services rendered from January 1, 1981
  8. Certification of at least two-year continuous and satisfactory service as BNS by the nutrition action officer and attested by the district/city nutrition program coordinator
  9. Copies of MOA, or contract of service as BNS for the last two (2) years
  10. Notarized Affidavit stating that the BNS was not employed in the government during his/her service requirement, and that he/she did not receive any form of salary/compensation, except honorarium, during his/her service requirement

For instances that the BNS applicant cannot apply for him/herself, the representative is required to submit an authorization letter signed by the BNS applicant, and original and photocopy of at least one (1) valid ID card of the representative. In light with the COVID-19 pandemic, applicants are advised to inquire with the concerned CSC Regional Offices/Field Offices to avoid directing to the office. Furthermore, please be guided that BNSE application does not require any written examination, however, a total fee of P500.00 shall be prepared – P200.00 for the evaluation fee to be collected upon filing of application, and P300.00 for the processing fee upon approval of application.
