18 March 2019, Cagayan de Oro City – NNC X conducted a series of trainings on the updated monitoring and evaluation protocol dubbed Monitoring and Evaluation of Local Level Plan Implementation Protocol (MELLPI Pro) to all municipalities and component cities in Region 10, following the regional MELLPI Pro training of trainers held 19-20 February 2019 (read about the regional MELLPI Pro TOT here).
The training was divided into three (3) to cater all 91 component cities and municipalities. The first batch which was held at Naomi’s Botanical Garden, Ozamiz City was attended by Misamis Occidental municipalities (14) including its component cities (2), Gingoog City and Manolo Fortich, Bukidnon; the second batch was attended by Misamis Oriental municipalities (23), Camiguin municipalities (4) and El Salvador as component city and select Lanao del Norte municipalities (7); and the third and last batch was attended by Bukidnon municipalities (19) and component cities (2), including Oroquieta and held at Apple Tree Resort & Hotel, Opol, Misamis Oriental.
Highlights of the training include discussion of the background, key features and guidelines of the MELLPI Pro, as well as hands-on session and simulation on the tools on LGUs and nutrition workers. Transition from MELLPI to MELLPI Pro and the journey to nutrition awards were presented to the participants. Synthesis and next steps were discussed as well to level off understanding and clarify ambiguities regarding the tool. Issues, concerns and questions encountered during the trainings were likewise communicated to NNC Central Office for action.
Facilitators for the three batches were Misamis Occidental PNAO Marichu G. Tijing and DNPC Jim Jan V. Gomez (Batch 1), Misamis Oriental DNPC Marites A. Gomez and PNET Chair Everlyn M. Acera (Batch 2) and Bukidnon PNET Chair Reyno C. Sevilla (Batch 3). NNC X facilitated the training through OIC-NPC Gladys Mae S. Fernandez, NO II Sheena Marie G. Talle and NO I Arlie Joy O. Damiles with AAVI Maria Cecelia V. Sogue as secretariat.
With the new M & E protocol, LGUs are set to utilize the tool this year so as to establish baseline data for the conduct of the 2020 MELLPI Pro.
LGUs are expected to inform and/or orient their respective city, municipal and barangay nutrition committees, nutrition evaluation team members and barangay nutrition scholars regarding the MELLPI Pro.
OIC-NPC Fernandez expressed that the new tool is the updated nutrition monitoring framework which focuses on the results or outcomes and the performance of LGUs on nutrition program implementation. (NO II Sheena Marie G. Talle)
