13 September 2019, Cagayan de Oro City – The National Nutrition Council (NNC) Central and Regional Office X in partnership with Nutrition International (NI) conducted the Workshop on Integrating Nutrition in the Local Development Plans last 2-6 September 2019 at the Apple Tree Resort and Hotel, Opol, Misamis Oriental.
Bukidnon was identified as a Priority 1 Province of the Human Development and Poverty Reduction Cabinet (HDPRC) Cluster due to its high stunting prevalence, high poverty incidence and magnitude and high teenage pregnancy. A total of 85 Nutrition Action Officers, Planning and Development Officers, Budget Officers, Health Officers and nutrition staff attended the workshop representing Bukidnon Province, Valencia and Malaybalay Cities, and 19 out of 20 municipalities.
The workshop aimed to identify key PPAs for nutrition to be part of the Local Nutrition Action Plans (LNAPs) for the province and the municipalities and is expected to be integrated in the Provincial Development and Physical Framework Plan (PDPFP), Comprehensive Development Plans (CDPs) and Local Development and Investment Plans (LDIP). The workshop is part of the over-all LGU mobilization strategy in scaling up nutrition in the remaining years of PPAN 2017-2022 implementation.
Three (3) staff from the Nutrition Policy and Planning Division of NNC CO led by NO III Marivic S. Samson, five (5) NNC X staff led by NPC Gladys Mae S. Fernandez and Ms. Telesfora G. Madelo, ND IV of DOH Center for Health Development – Northern Mindanao facilitated the workshop together with Nutrition International (NI)/Alcanz Consultants Marissa D.M. Navales and André B. Flores. Three (3) Nutritionist-Dietitians II of the ND Deployment Project of the Human Resource for Health Program of DOH were mobilized to likewise assist LGUs during the workshop.
The 4-day workshop focused on nine (9) sessions: 1) Why Invest in Nutrition, 2) Review of Existing Documents on Provincial/Municipal/City Plans and Budgets, 3) Formulating the Nutrition Situation Analysis, 4) Inclusion of Nutrition in the Priority Development Challenges, 5) Crafting the PPAN-based program at the provincial and LGU level (setting outcome targets, defining PPAs, developing project briefs, estimating budgets for nutrition), 6) Putting Together the 2020-2022 Local Nutrition Action Plan, 7) Preparing the Team to Advocate the Case for Nutrition Across Sectors (Role Play), 8) Re-entry plan and 9) Summary and Closing.
At the end of the workshop, participants were able to draft/accomplish the costing workbooks, eight (8) worksheets, project briefs and most importantly, their LNAP 2020-2022.
LGUs are expected to carry out their respective re-entry plans and NNC X will monitor accordingly the progress of their draft plans, what PPAs and how much budget were included and approved, as well as the integration of nutrition in the local development plans. (NO II Sheena Marie G. Talle)
