(2 June 2021, Malaybalay City - CNPC Rhea Bentulan) — It is the policy of the City Government of Malaybalay to protect and promote the right to health and nutrition of the people, and adopt and integrate and comprehensive approach of nutrition and related programs for target beneficiaries. It shall then be the BNSs who are at the forefront of the said programs in the grassroots level. Towards this end, the City shall adopt policies that will guarantee enhanced quality of life of the BNSs.
Malaybalay City Ordinance 972, s2021 entitled “An Ordinance Providing the Guidelines for Registration of Malaybalay City BNSs pursuant to PD No. 1569, and Granting Additional Benefits and Incentives, appropriating funds necessary thereof and for other purposes” aims to ensure the continuity of the benefits and incentives for BNSs, also granting them additional benefits. This initiative hopes to motivate the barangay volunteers and ultimately improve their performance and services.
- Identification cards duly signed by the City Mayor and Head of the City Health Office shall be given to the BNSs without cost.
- Uniforms will be provided which may include t-shirts, raincoat, and/or umbrella, among others.
- Sponsored PhilHealth membership every fiscal year.
- Educational (formal or non-formal) assistance per semester, subject to availability of funds.
- Accident insurance for injuries that might occur while in the performance of official or assigned tasks.
- In case of death, his/her child shall be entitled to an additional death benefit or burial assistance of ₱3,000.00, aside from the assistance to be provided by the City Government of Malaybalay, without prejudice to increasing the same at the mayor’s discretion when the City’s budget so permits provided that the BNSs have rendered five (5) years continuous service.
- Retirement benefit of ₱1,000.00 per year of service for BNSs who have rendered continuous service for at least ten (10) years.
- In case of separation from service, the BNSs shall have priority in the grant of livelihood assistance under any of the City’s applicable programs and projects, subject to the qualification requirements under existing ordinances, rules and regulations.
- Free laboratory and medicines at the Malaybalay City Health Office, legal representation and consultation services shall be immediately provided by the Public Attorney’s Office (PAO) in cases of coercion, interference, and in other civil and criminal cases filed by or against BNSs arising out of or in connection with the performance of their duties.
The BNSs of the City of Malaybalay through the Nutrition Section led by CNAO Eza Canonigo thanked the Sangguniang Panlungsod of the City of Malaybalay for approving the ordinance.
