screenshot of meeting30 March 2021, Davao City – NNC XI presented the Monitoring and Evaluation of Local Level Plan and Implementation (MELLPI) Pro and the use of MELLPI Pro Tools to the Regional Nutrition Evaluation Team and Regional Technical Working Group during its first virtual meeting for the year.

OIC-Nutrition Officer III Alona E. Teo presented the overview on MELLPI Pro implementing guidelines including the composition of the Evaluation Team, the process, the scoring and the MELLPI Pro Awards for LGUs and Local Nutrition Focal Points under the MELLPI Pro approach. This new approach will be used for monitoring and evaluation of local nutrition programs starting this year. She explained that under this new approach, local implementation of nutrition programs will be evaluated along the six (6) program dimensions: Vision/Mission, Nutrition Policies, Governance, Local Nutrition Committee Management, Nutrition Services and Changes in Nutritional Status.

For MELLPI Pro Awards, OIC NO III Teo explained that under the new implementing guidelines, LGUs with the average rating not lower than 60% per dimension and an overall rating of at least 85% will receive the Green banner seal of compliance. The Green Banner Seal of Compliance replaces the Green Banner where only the LGU with the highest score in each administrative level can qualify. The Green Banner Seal of Compliance shall be conferred to all LGUs reaching the minimum overall rating provided they don’t have an average rating of less than 60% in any of the dimensions.

To determine the Consistent Regional Outstanding Winner in Nutrition or CROWN Award, NNC Regional Office shall prepare a shortlist of highest-ranking LGUs in the region to determine the contenders for the CROWN award. NNC Regional Office shall conduct validation visits to the three (3) highest-ranking municipalities in the region to complete the shortlist of highest ranking LGUs. The LGU who consistently ranks 1st among all LGUs in the Region for three (3) consecutive years, will be declared the CROWN Awardee. Categories, Criteria, Incentives and Awards for Local Nutrition Focal Points were also discussed. Ms. Teo revealed that under the guidelines, aside from the Barangay Nutrition Scholars or the BNS, Provincial, City and Municipal Nutrition Action Officers will also be evaluated starting this year.

OIC-NO III Teo also provided a quick tour of the excel-based automated MELLPI Pro Tools that will be used as the digital automated scoresheet for the evaluation of LGUs and nutrition program implementers.

Regional Nutrition Program Coordinator Dr. Maria Teresa L. Ungson suggested that another virtual orientation and training on MELLPI Pro should be scheduled for LGUs before the LGUs can formally begin the conduct of nutrition evaluation this year, to which the group agreed. MELLPI Orientation for LGUs is targetted to be conducted in April.
