Representatives from recipient cities and municipalities, as well as the Provincial, City and Municipal Action Officers and Barangay Nutrition Scholars, participated via zoom, in an Orientation Meeting on Tutok Kainan Supplementation Program (Dietary Supplementation Program) held 10 December 2020.
The participants were given new updates such as the 60 days + Ready-to-eat Lipid-based nutritional supplement with 30 days hot meals and the discussion of the roles and functions of the LGUs. For those who were not able to attend a recorded video of the orientation was provided.
Roles and Functions of LGUs in Tutok Kainan underscored
PNAO and DNPC:
- Follow the program guidelines to be provided by the NNC for the conduct of DSP and endorse any deviation to program implementation to NNC-RVI.
- Provide augmentation support for the implementation of the program specifically to offset additional costs, e.g. transport to be incurred outside of NNC's committed support to ensure it's smooth implementation until the project termination
- The PNAO to submit monthly reports to the NNC Regional Office as required by the program guidelines' monitoring and evaluation provisions based on the LGU's regular monitoring and documentation activities.

Cities/Municipalities LGUs:
- Ensure effective implementation of the program following the program guidelines to be provided by the NNC for the conduct of DSP and request approval from NNC through the PNAO prior to deviation.
- Provide counterpart funding for the implementation of the program specifically to offset additional costs, materials/ utensils, fuel, transport to be incurred outside of NNC's committed support to ensure its smooth implementation until the project termination
- Identify focal persons who will receive, inspect, and maintain an inventory of delivered commodities
- Inspect delivered items as to quantity and quality
- Re-pack commodities for distribution to barangay based on the breakdown of beneficiaries (packaging material)
- NAO or DNPC to report to NNC real-time receipt of commodities distributed per barangay and specific commodities distributed for intended beneficiaries
- If preparation will be done in a central kitchen, identify the specific location with access to clean water, enough working space for preparation, cooking, and packing of hot meals for distribution to beneficiaries

Barangays:

- If clustered feeding will be done in the barangay, ensure there is enough space between beneficiaries to practice correct physical distancing
- If hot meals will be delivered house-to-house, provide transport to ensure timely delivery to identified beneficiaries
- Ensure delivered commodities/ hot meals are consumed by identified beneficiaries
- BNS to report to NNC real-time delivery and consumption of commodities/ hot meals by identified beneficiaries
- Monitor and report implementation of accomplishment to Brgy. Captain as Chairperson of the Barangay Nutrition Committee copy furnished the Nutrition Action Officer or CNPC using the form prescribed by NNC
- Submit monthly reports to CNAO as required by the program guidelines' monitoring and evaluation provisions based on the LGU's regular conduct of monitoring and documentation activities
For both City/Municipal and Barangay:
- Form an Inter-Office Monitoring and Inspection Team composed of City/Municipal and Barangay representatives to conduct random inspection of the delivered items every delivery as to quantity and quality, including the date of manufacturing and expiration; actual distribution of meals/snacks to intended beneficiaries; and recording and regular reporting of accomplishments to the Mayor as Chairperson of the City/Municipal Nutrition Committee copy furnished the NAO.
