Cebu City –The National Nutrition Council Region VII prepared the members of the inter-agency Regional Nutrition Evaluation Team (RNET) for the conduct of the 2022 Monitoring and Evaluation of Local Cebu Plan Level Implementation (MELLPI) Pro as it gears up for the annual M&E for the year. The orientation session was held on 24 March 2022 at the One central Hotel, Cebu City.
NNC 7’s NPC Dr. Parolita A. Mission in her opening message during the orientation lauded and thanked the RNET for their participation in the past MELLPI activities. She emphasized that before the team goes out to the field for the annual M&E activity in the region, they have a unified perspective of what areas or dimensions in PPAN implementation to investigate and focus on in technical assistance provision.
She further shared to those who are new to the group or first time to join the in-person MELLPI, that this is one of the activities most of the members of the RNET is excited about as this is the season where the team will cross rivers and seas, climb mountains, ride banca and habal2x, again bond with each other once more and after the season make “chikas” of the memories and experiences of the LGU visits. She also mentioned that with the easing of travel restrictions, the team can finally do the face-to-face MELLPI Pro as all program managers in the region verbalized that they prefer the in-person mode of M&E and are very excited for the see and exchange discussion with the RNET members.
The RNET is set to visit all four (4) provinces, sixteen (16) cities and randomly selected municipalities and barangays in Central Visayas on 28 March to 03 June 2022. The team is also set to evaluate local nutrition focal points including the Nutrition Action Officers, District/City/Municipal Nutrition program Coordinators and Barangay Nutrition Scholars.
MELLPI Pro is an annual activity of the Regional Nutrition Committee with NNC as its secretariat. The activity is part of the updated M&E framework and developed by the nutrition sector which covers the assessment of nationwide initiatives along policy and legislation, nutrition service delivery and capacity building. The system was also expanded to measure quantity and quality of the performance of nutrition workers.
The MELLPI used from the early 80’s assessed the local nutrition programs using efficiency (inputs and outputs) and effectiveness (changes in nutritional situation) criteria. In addition to these criteria, MELLPI Pro also emphasizes assessment of LGU’s progress toward compliance to quality standards, evidence-based validation, and mentoring through joint discussion for learning and action discussion with the LGU or nutrition workers assessed. // NO I Gab Flores, RND
