2022 NAO RolesBohol Province – The Nutrition Action Officers (NAOs) are considered the prime movers of the nutrition program in the local government. They are administratively supervised by their local chief executive (LCE) and technically supervised by the nutrition personnel in the next higher position, for example, the Provincial Nutrition Action Officer (PNAO) supervising the Municipal Nutrition Action Officer (MNAO). On the other hand, as NAOs, they supervise the nutrition workers in the position below them.

As orchestrators of the nutrition program in the areas, they ensure that the local nutrition committee (LNC) under their jurisdiction is fully functional, and make certain the performance of the following indicators:

  1. Members of the LNC are trained on nutrition program management,
  2. The LNC meets regularly at least once every quarter presided by the Governor/ Mayor or designated representative
  3. Documents and files minutes of meetings,
  4. Updates Operation Timbang Plus and school weighing reports,
  5. Prepares nutrition situation report,
  6. Formulates nutrition action plan with budget,
  7. Integrates nutrition action plan into the local development plan and annual investment plan,
  8. The LNC conducts resource generation and mobilization activities,
  9. Provides nutrition and related interventions to target groups,
  10. Performs monitoring visits at least twice a year and documents these visits,
  11. Prepares quarterly monitoring report and submits these reports to NNC regional office, and
  12. Holds program implementation review at least once a year with documentation and shares the results to NNC regional office. 


NAOs shall guarantee the achievement of at least 90% of service delivery targets to drastically reduce stunting and other forms of malnutrition as recommended by the World Health Organization and the Lancet Report on Maternal and Child Health Nutrition.

Specifically, NAOs are expected to perform the following roles:

  • Request LCE to call for a LNC meeting,
  • Holds dialogues with LCE to discuss direction for nutrition,
  • Keeps records of the minutes of the meetings,
  • Coordinates nutrition and related training activities,
  • Initiates the organization of the nutrition planning team, and
  • Conducts periodic field visits to assess progress of LNAP implementation and provide technical assistance.


As alter ego of his/her local chief executive and serves as the overall manager of the local nutrition program, she makes it a point that the nutrition program is aligned with executive and legislative agenda of the elected official and ensures the efficient and effective implementation of the nutrition program.
