St. Bernard NIE2MARCH 19, 2022 - Saint Bernard in Southern Leyte is one of the municipalities that was severely devastated by Typhoon Odette.

The municipality through their Municipal Nutrition Action Officer (MNAO l) organized the Municipal Nutrition Cluster for a Nutrition in Emergencies Training and Planning Workshop.

The MNAO invited pool of trainers from the National Nutrition Council 8 to conduct the training cum planning workshop. It was conducted on March 16-18, 2022 at the Tambis National High School in Saint Bernard, Southern, Leyte.

Nutrition in Emergencies (NIEM) response planning aims to contribute to the prevention of a deterioration in the nutritional status of Filipinos particularly the most vulnerable groups: infants, children, pregnant women and breastfeeding mothers, older persons, people with disabilities, and people living with debilitating conditions during emergencies and disasters.

It guides LGUs in preparing and managing the food and nutrition situation in times of emergencies and disasters at various stages: early, intermediate, and extended emergency. The St Bernard’s NIEM training cum planning workshop also covers four (4) thematic areas such Prevention and Mitigation, Preparedness, Response, and Rehabikitation and Recovery.

The training workshop does not only capacitate the Municipal Nutrition Cluster in terms of concepts but also in the realm of NIEM planning.

During the training workshop, the team from NNC 8 emphasizes that NIEM Plan is not a stand-alone plan. It must be incorporated in the Municipal Disaster Risk Reduction and Management for Health (MDRRM-H) Plan.

The MDRRM-H plan has four components namely Health, Water, Sanitation and Hygiene (WASH), Mental Health and Psychosocial Services (MHPSS) and Nutrition in Emergencies. The overall MDRRM-H plan will then be integrated in the Municipal Disaster Risk Reduction Management (MDDRM) Plan.

The MDRRM plan is the overall plan of the municipality in terms of disasters and emergencies.

All of the above plans will then be integrated in the higher LGU plan such as the Comprehensive Development Plan and the Annual investment Program.

During the workshop, the MN Cluster members take turn to present their draft plan in four thematic areas. Said NIEM plan will then be endorsed to the Sanggunian Bayan and will be integrated in MDRRM plan before the end of March this year. By April 1, 2022, the MDDRM plan will be submitted to the Provincial Disaster Risk Reduction and Management Plan. #RNCP-CPD
