Hindang CPDPALO, Leyte - The Local Government Unit of Hindang, Leyte conducts their 2023-2025 on October 3-6, 2022, at the Crown Regency Hotel, in Boracay Island, Malay, Aklan.

The ELA is a unifying document corresponding to the term of local elective officials that is developed and mutually agreed upon by both executive and legislative departments of the local government. It is the term-based plan culled out from the Comprehensive Development Plan which contains the major development thrusts and priorities of both the executive and the legislative branches for the three-year term of office.

The ELA supports existing LGU planning systems and adds greater value to the CLUP and the CDP by moving forward to getting implemented and monitored. The ELA should be used as a tool to implement the priority agenda of both the executive and legislative departments based on the Comprehensive Development Plan process.

On the first day, a benchmarking on the Ecoligical Waste Management: The Malay Aklan Experience was shared by DILG and the municipality of Malay Aklan.

The workshop was facilitated by the Local Development Operations Officer (LGOO) and the Municipal Planning and Development Officer (MPDC). The LGOO gave the mechanics of the workshop including on the development Vision and Mission Statement, success indicators of each of 5 development sectors.

MPDC Engineer Ricardo M. Renegado, Jr. discussed the Rationalized Planning System.

The synchronization of various sectoral plans including nutrition in the Comprehensive Development Plan and the Annual Investment Program.

Meanwhile, National Nutrition Council Regional Nutrition Program Coordinator Dr. Catalino P. Dotollo, Jr. inserted the topics on the Philippine Multisectoral Nutrition Project (PMNP) and Tutok Kainan: Dietary Supplementation Program (TK:DSP) phase 3 and 5. Phase 3 is for the 6-23 months old children while phase 5 is for nutritionally at risk (NAR) pregnant women.

MPDC Engr. Renegado ask Dr Dotollo if there is enabling law that will fix the amount for nutrition programs. Dr. Dotollo answered there is not, but it is well supported by DILG-DOH-NNC joint memorandum circulars 2019-01, DILG memorandum circular 2018-42, RA 11148, RA 11223, and DBM-LBM memo 82 for (2022) and85 for 2023. The last two DBM-LBM states that programs, projects, and activities for nutrition is a pre-request in the approval of the annual budget. #RNPC-CPD
