QUEZON CITY 28 Jan. (PIA)--Mandaluyong City was recently awarded as the 2015 Most Child-Friendly City in the National Capital Region (NCR).
The Regional Committee for the Welfare of Children RCWC), an inter-agency committee under the Department of Social Welfare and Development (DSWD) conferred the Seal of Child-Friendly Governance on January 22, 2016 at Wack Wack Golf and Country Club in Mandaluyong City.
Mandaluyong City garnered 95% score in the Child-Friendly Local Governance Audit (CFLGA) conducted last year by the RCWC-NCR team composed of focal persons from different government agencies and non-government organization and spearheaded by the Department of Interior and Local Government (DILG).
Fifteen of the 17 local government units (LGUs) in NCR passed the qualifying score of 75% for the conferment of the “”Seal of the Child-Friendly Governance”. For garnering the highest score, Mandaluyong was cited as the Most Child-Friendly LGU in the region and will vie for the national title of the Presidential Search for Child-Friendly City in the highly urbanized city category.
Under the leadership of Mandaluyong City mayor BenHur Abalos, ably aided by his wife Madame Carmencita “Menchie” Abalos, the Local Committee for the Protection of Children (LCPC) and the members of the Barangay Committee for the Protection of Children (BCPC), Mandaluyong has been garnering local and international recognition for its social development programs.
The city is the holder of 2011 Most Child-Friendly City in the Highly Urbanized City category- national level, 2012 regional winner of the same title and is currently on its 2nd year Maintenance of the Consistent Regional Outstanding Winner in Nutrition (CROWN) and vying for the National Nutrition Honor Award this year.
Best practices on children programs of Mandaluyong City among others are the following: Breastfeeding Support Group-composed of breastfeeding mothers whose breastmilk are given freely to babies during emergencies; Riding in Tandem Ordinance- reduced the crimes committed by riding in tandems; Code of Parental Responsibility- punishes parents for children’s misdemeanors and Project TEACH(Therapy Education Assimilation of Children with Handicap) that extends free services to children with special needs from underprivileged families in the city.
The CFLGA was started by DILG in 2014 to assess the performance of local government units (LGUs) in the delivery of social services that promote the welfare of children. Under the CFLGA, all cities and municipalities shall be assessed to gauge their level of performance in implementing child-friendly programs and instituting measures that promote children’s welfare.
DILG regional directors were directed to organize and mobilize audit teams at all levels to coordinate with the LGUs in the conduct of the CFLGA.
The Council for the Welfare of Children has adopted the audit and is using the audit result as inputs in the conferment of the Seal of Child-Friendly Local Governance and the awarding of the Most Child-Friendly LGU in the different categories. (RJB/LFB/PIA-NCR)
