rpan launch with captionPasay City – The Regional Nutrition Committee (RNC) of the National Capital Region launched the Regional Nutrition Action Plan (RPAN) 2019-2022 during the Regional Nutrition Awarding Ceremony (RNAC) held on July 27, 2018 at The Heritage Hotel in Pasay City.

As one of the highlights of the event, the National Nutrition Council- NCR with the members of the Regional Nutrition Committee and its representatives turned over the RPAN to the Local Government Units represented by the Local Chief Executives headed by San Juan City Mayor Guia Gomez, Quezon City Mayor Constantine “Herbert” Bautista, Muntinlupa City Mayor Jaime Fresnedi, members of the Association of Nutrition Action Officers (NAO) of NCR Pateros Municipal NAO Josefina Ponce, Malabon City Melissa Oreta, Mandaluyong City Dr. Pecos Camarines and Taguig City Julita Bernabe, City/District Nutrition Program Coordinator Association President Femelina Tuazon, Regional BNS Federation President Mary Grace Tamayo and NCR Nutrition Communication Resource Group member Dr. Shari Sabalvaro.

The RPAN 2019-2022 in brief

During the launch, Regional Nutrition Program Coordinator Milagros Elisa V. Federizo presented the RPAN 2019-2022. The plan is anchored on the Philippine Plan of Action for Nutrition (PPAN) 2017-2022 which was formulated against the backdrop of the double burden of malnutrition – undernutrition such as underweight, stunting, and wasting and the increasing prevalence of overnutrition such as overweight and obesity, NPC Federizo said.

The RPAN 2019-2022 is aligned with the over-all goal of the Philippine Plan of Action for Nutrition 2017-2022 – improve the nutrition situation of the country as a contribution to: (1) the achievement of Ambisyon 2040, (2) reducing inequality in human development outcomes, and (3) reducing child and maternal mortality. Its targets are to reduce child wasting and stunting, reduce micronutrient malnutrition and improve the situation on overweight and obesity.  It has sub-outcome targets on the nutritional status of pregnant women, infant and young child feeding as well as on food intake among Filipinos.  It has a set of nutrition-specific programs and a nutrition-sensitive program, and enabling programs, she added.

The NCR RPAN consists of 11 programs and 28 projects.  The 11 programs follow the life stages of the Department of Health and the major programs of the PPAN 2017-2022. All the 9 nutrition-specific, nutrition-sensitive, and enabling programs constitute the RPAN with an additional program to reflect the huge challenge of adolescent health and adolescent pregnancy in particular.  The RPAN provides the necessary focus on the First 1000 days given its huge potential in addressing the major nutritional issues in NCR and in the country.

The formulation of the RPAN 2019-2022

NPC Federizo added that it was formulated after the successful Regional Dissemination Forum on the Philippine Plan of Action for Nutrition (PPAN) 2017-2022 on January. During a workshop held on March 14-16, 2018, the RPAN Planning Team analyzed the regional nutrition situation, decided on the outcome targets and identified a good mix of interventions appropriate for the region consisting of three (3) distinct but complementing types of program - nutrition-specific, nutrition-sensitive, and enabling management programs as defined in the PPAN program framework. Series of post-workshop meetings were also conducted by NNC-NCR to get the inputs from RNC member agencies who were not able to join the planning workshop and to enhance the draft RPAN.

The draft RPAN 2019-2022 was approved by the Regional Nutrition Committee on July 5, 2018 through RNC Resolution No.1 Series 2018 “Approving the RPAN 2019-2022”.

A call to action

NPC Federizo enjoined all local chief executives, nutrition action officers and nutrition program coordinators, members of the local nutrition committees, health and nutrition workers, nutrition partners from the government and private sector, to support the PPAN and the RPAN 2019-2022.
