Nutrition Officer III Meren Francia discussing the revised MELLPI Pro Tool. The National Nutrition Council - National Capital Region conducted an orientation on the revised Monitoring and Evaluation of Local Level Plan Implementation Protocol or MELLPI Pro on March 12, 2020. 

The orientation held at the Crown Regency Hotel in Makati City was attended by six (6) Nutrition Action Officers and 24 Nutritionist-Dietitians from the 15 LGUs of NCR. Representatives from Las Pinas and Navotas were not able to attend the activity.  The following thirteen (13) members of the Regional Nutrition Evaluation Team also joined the activity: Department of Education (DepEd), Metro Manila Center for Health Development (MMCHD), Department of the Interior and Local Government (DILG), Metropolitan Manila Development Authority (MMDA), Department of Budget and Management (DBM), Philippine Information Agency (PIA), Technical Education and Skills Development Authority (TESDA), Philippine Statistics Authority (PSA), Nutrition Foundation of the Philippines (NFP), Grace Family Helper Project (GFHP), Bantay Bata ABS-CBN Foundation and Polytechnic University of the Philippines – Manila and San Juan Campus.

MELLPI Pro is the updated monitoring and evaluation framework and system for the nutrition sector covering assessment of nationwide initiatives along policy and legislation, nutrition service delivery, and capacity building. It aims to monitor and evaluate local nutrition program implementation and the performance of local nutrition workers, determine the progress of implementation of the PPAN priorities at the local level, and identify action lines for the local, regional and national level for the improvement of PPAN implementation. The MELLPI Pro differs from the old MELLPI tool since the latter assesses the local nutrition program using efficiency and effectiveness criteria while the new tool emphasizes assessment of LGUs' progress toward compliance to quality standards; evidence-based validation; and mentoring through joint discussion for learning and action discussion with the LGU or nutrition workers.

In 2019, the MELLPI Pro tools for City/Municipality and Barangay Nutrition Scholars were used during the monitoring and evaluation of LGUs and BNSs, respectively.

The MELLPI Pro tool was revised based on the inputs from last year’s implementation.  Some of the changes made on the MELLPI Pro tool for LGUs were on the parameters for each performance rating on the policies, functionality of Local Nutrition Committee (LNC), service delivery, and changes in nutritional status.  The MELLPI Pro tool for Local Nutrition Workers were aligned with the Key Performance Indictors identified in the 2009 Training Needs Analysis Comprehensive Report on local nutrition worker. The revisions made were incorporated in the revised tool and will be used in this year’s MELLPI visits. The LGUs are also expected to use the revised tools in evaluating their local nutrition workers’ previous year’s performance as part of the MELLPI this 2020. 

With this orientation, Metro Manila LGUs and RNET members are now ready for the MELLPI visits tentatively scheduled from April to June 2020. (TAR/ELF/NPC MEVF/NNC-NCR)
