Kalingang QC Program includes Lactating Mothers as Beneficiaries

Kalingang QC ProgramOne of the efforts of the government to combat the Coronavirus-19 (COVID-19) pandemic is the imposition of an Enhanced Community Quarantine (ECQ). While this measure is necessary and beneficial, a number of employees and workers have been laid off from work and have found themselves in need of financial assistance. In response to this, the government put in place the Social Amelioration Program (SAP) wherein members of vulnerable sectors, Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries, and informal economy workers receive financial assistance.

However, due to budget constraints, not all families are eligible to the program.  The Quezon City government addressed this by implementing their Kalingang QC Program that extends financial assistance to families who were excluded from the SAP.  Each qualified family is given cash assistance of Php 2000.00.  The city government recognizes lactating or breastfeeding mothers as among the vulnerable groups and thus, included them as beneficiaries of the program. 

To qualify for cash assistance, the lactating mother must have a child under 2 years old, must be a resident of Quezon City, and must not have received assistance from the Kalingang QC program under another sector. The lactating mother may coordinate with her respective health center where a Barangay Health Worker (BHW) will process her registration to the program. Only two requirements are needed: the child’s Baby Booklet or Birth Certificate and certification from the health center that she is a lactating mother and that she is a resident of the barangay.

The Quezon City Government’s efforts to ensure that lactating mothers as well as other vulnerable groups are receiving assistance are commendable. As Mayor Joy Belmonte-Alimurung said during the launch of the program, “Hindi puwedeng may maiiwan.”  We hope to see more local government units giving priority to pregnant and lactating mothers, and families with infants and young children in providing the much needed assistance and services during this COVID-19 pandemic.  (RGRG/NPC MEVF/NNC-NCR)
