PCNAOs2As the season of evaluation approaches, Calabarzon’s Regional Nutrition Evaluation Team (RNET) got their evaluation skills refreshed during the reorientation meeting for the RNET on Monitoring and Evaluation of Local Level Plan Implementation (MELLPI). This was held last 19 February 2016 at the Board Room of the NNC Central Office in Taguig City.
Regional Nutrition Program Coordinator Carina Z. Santiago wants the RNET members to warm up and get their minds ready through reorientation on the tool, addressing issues and concerns of the previous evaluations conducted and providing the schedule of the evaluation.
Ms. Lourdes B. Bulante, Nutrition Officer III led the team in going through the tool one by one while discussing how to give scores on each item. After the discussion on the tool, issues and concerns regarding the evaluation, mostly issues raised by the NAOS during the P/CNAOs Meeting on 9 February 2016 were then addressed. One, there are different RNET members visiting the LGUs every year, with different interpretations on the MELLPI scoresheets, NAOs suggested to have the same RNET to evaluate them. Two, some RNET does not provide written feedback to Local Nutrition Committee (LNC), thus it was agreed that all LGUs should receive not only verbal feedback but written as well. Three, feed backing used during verbal feedbacking is generic, thus it was agreed that the RNET/NNC Secretariat to prepare area-specific feedback based on the areas’ strong points and areas for improvement. Four, one-man evaluation was done in some LGUs, where the RNET agreed that no evaluation will be conducted if there is only one RNET member present.
And finally, MELLPI schedule was discussed. Evaluation of the cities will be conducted for 4 days by one team only and evaluation of the province will be conducted for 5 days by 2 teams to ensure the quality of the monitoring and evaluation and for team to give appropriate feedback to the LNC. Tentative schedule starts March 15 to August 5, 2016.
