F1K Planning

Quezon Provincial Nutrition Multisectoral Committee, Rizal Provincial Nutrition Committee, and Members of the NNC CALABARZON Regional Technical Working Group (RTWG) commits further support for the Early Childhood Care and Development for the First 1000 Days of Life (ECCD-F1K) Program through the creation of their respective ECCD-F1K TWG both at the provincial and regional level.

 

Their respective TWGs recognizes the importance of providing holistic and integrated services in the continuum of care during the first 1000 days of life. They will also provide technical assistance to the target areas of the F1K program in their respective provinces and region for the better implementation of the program. They all agree that their functions are the following:

  1.  Monitor and ensure the implementation of the program based on the program implementing guidelines.
    1. Review and revise the program implementing guidelines as may be needed;
    2. Recommend policy that would help in improving the implementation of the program;
    3. Provide inputs and review consolidated quarterly/ annual reports to be submitted by the Provincial Nutrition Coordinators of ECCD F1K.
  2. Participate in the monitoring and evaluation activities that will be conducted; and
  3. Conduct quarterly meetings although special meetings may be called as the need arises.

The Provincial and Regional TWG will also serve as the member of the ECCD-F1K Technical Assistance, Monitoring and Evaluation (TAME) Team at the provincial and regional level respectively. TAME team will be responsible in providing technical assistance to different stakeholders, and will monitor and evaluate the implementation of the F1K Program in target areas. ECCD-F1K Monitoring Forms and Tools were also presented to the TAME teams both at the regional and provincial level. Forms and reporting schemes to be used starting at the barangay level up to the national level were presented. The group commends the forms and recognizes the systematic way of monitoring and reporting for the F1K Program. They also acknowledges the importance of the technical assistance component as it will really help the stakeholders and implementers in effective and efficient implementation of the program.

TAME Teams also planned their monitoring activities for the last quarter of 2017 since the National ECCD-F1K TAME team will monitor Quezon Province in 27-29 November 2017. Lucena City, Lopez, and Candelaria are the identified target areas for the monitoring of the national TAME team. It was also agreed that the Quezon TAME Team will join the national level during the monitoring to have a glimpse of how the TAME activities should be conducted and how TAME forms should be used.

With the creation of the ECCD-F1K TWG and TAME Teams, Quezon and Rizal Province hopes to be one of the best implementers of ECCD-F1K Program in the country through intensive monitoring and evaluation and comprehensive technical assistance.
