To optimize the delivery of social services and programs for child and youth welfare, the NNC 4A participated in Calabarzon’s Child Friendly Local Governance Audit (CFLGA) last December 6 to 8 as one of its audit members.   

The  CFLGA uses the Knowledge Management System (KMS) to assess  LGU performances and ensure the progressive realization of children’s rights to survival, development, protection and participation in regions.

Through KMS, the NNC 4A will continue taking  responsibility for validating the malnutrition rate of LGUs in Calabarzon using data from the system “Operation Timbang Plus” or “eOPT Plus” where stunting, wasting, overnutrition, and underweight is validated.

The CLFGA is a mandatory audit system implemented since 2014 by the DILG. The audit system  is used as input for the “Seal of Good Local Governance” and the Presidential Award for Child-Friendly Cities and Municipalities (PACFMC).

In effect, the NNC 4A has teamed up with various officers to support   the health and social sector of Calabarzon by assisting in the validation of the 2021 CFLGA Result Summary submitted by the Provincial Interagency Monitoring Task Force (PIMTF). The officers include:   Ms. Nancy Ilagan, social work officer of Quezon Province;  Mr. Art Brian Rubio, Local Government Operations Office, of DILG4A; and  Ms. Zarah Clarice  Megino of NNC4A.

For now, NNC 4A encourages  all LGUs, including the Provincial/City/Municipal LGUs to participate in the CFLGA. The audit-generated data and results will serve as basis for LGUs and NGAs to identify their strengths and opportunities that are  worth emulating to further strengthen child’s rights governance in the country.
