The call for LGUs to adopt and support the “LHEARN Program” with the aid of the “Shepherding Program” to strengthen local nutrition governance is part of the overall Philippine Plan of Action for Nutrition (PPAN) from 2017 to 2022. It will hopefully scale-up efforts of mobilizing LGUs in achieving desired nutrition outcomes by implementing quality nutrition programs and interventions nationwide.
The move is in line with the timely selection of CaLaBaRZon region as pilot area for the establishment and operationalization of the “LHEARN Program” and “Shepherding Program.” Its mobilization strategy adopts a three-pronged peer-learning approach on capacitating LGUs for improved nutrition program management namely: 1) Learning Hub for Enhanced and Revitalized Nutrition (LHEARN) Program; 2) LGU Shepherding Program; and 3) Nutrition Champions Program.
It was during the third quarter meeting of the Sectoral Committee on Social Development (SCSD)/Social Protection last August 10 that the RDC endorsed the adoption of the LHEARN Program and the Shepherding Program to enjoin the LGUs and RDC members in the region to support these peer-to-peer learning approaches.
The endorsement was eventually approved and signed on September 9 via video conference. It was certified correct by RDC Secretary, Mr. Valter Morada and attested by RDC Chairperson, Mr. Hermilando Mandanas.
