National Mental Health Week is annually celebrated every second week of October based on Proclamation No. 452, dated August 25, 1994. National Mental health program aims to promote over-all wellness of all Filipinos, prevent mental, psychosocial, and neurological disorders, and others and reduce burden of disease by providing improved access to mental health services. To prevent brain diseases and promote brain health, people must also take consider on the food they eat.

Food is not just important for physical health but also very essential for the brain. It keeps the brain healthy and improves brain function such as memory and concentration. Having a well-balanced and nutritious diet has many benefits especially on promoting healthy brain aging and prevent brain-related diseases such as dementias, Alzheimer’s disease, Parkinson’s disease and memory loss.

Brain development and function of a child is affected and influenced by the mother’s diet. All energy and nutrient that can be absorbed from the food the mother eats is significant during the development of brain structure during prenatal and perinatal stage. Malnutrition during pregnancy and early childhood would result to child’s poor brain and cognitive development, as highlighted in the importance of the First 1000 Days of Life.

Various nutrition programs and projects are now in the hands of the Local Government Units.

In a virtual dialogue with Punong Barangays recently conducted by the National Nutrition Council, DILG Undersecretary for Barangay Affairs Martin Dino said the agency ‘recognizes the importance of barangays in the delivery of nutrition-related programs to address nutrition and health-related problems in the community’.

However, Punong Barangays and Barangay Nutrition Scholars who attended the dialogue said it is always a question of budgetary requirements which impedes the various plans and programs on nutrition in the community.

The dialogue was held to inform the barangays on the devolution of various nutrition programs to attune to the Philippine Plan of Action in Nutrition (2017-2022) as Undersecretary Dino claimed some barangays in the country are not fully informed of the plan.

It was likewise aimed to help the barangays understand and review their own barangay action plans and to prepare them on the full devolution as mandated by Section 17 of the Local Government Code of 1991.

John Aries Macaspac, DBM- LGU and Regional Coordination Bureau Officer -In-Charge said the government is not adding functions to the LGUs but only implements a law with respect to the expenditure functions of the latter.

“This means bigger budgets, more investments and services for nutrition in the light of the Mandanas ruling for 2022,” he said.
