The National Nutrition Council (NNC) in the region together with members of the Regional Technical Assistants on Nutrition (RTAN), conducted a two-day workshop to formulate the Regional Nutrition Strategic Plan (RNSP) for 2012-2016 at the Hotel Veniz in Baguio City.
June P. Falancy, Regional Nutrition Program Coordinator, presented the current nutrition situation in the region where she underscored the challenges as well of the threats affecting the implementation of the Philippine Plan of Action on Nutrition (PPAN) in the next five years.
Among the challenges include; non-functional and low performing Local Nutrition Committees (LNC), lukewarm attitude of Local Chief Executives (LCEs) and laxity of designated Nutrition Action Officers (NAOs), difficulty in transition from International Reference Standards (IRS) to Child Growth Standard (CGS), specially on budget for trainings and purchase of height boards and perennial problem of target beneficiaries with dole- out mentality.
Some of the threats she mentioned are; climate change, continuing global economic crises, agricultural pest (worms, fish kill, frost bites)/natural disasters, man- made disasters (green tide, forest fires) and sporadic tribal wars in some areas affecting delivery of services.
The participants, with the assistance of the workshop facilitators, Mr. Danilo Villa B. Agcopra, Nutrition Office IV, Nutrition Policy and Planning Division of NNC Central Office, together with Judith Louise A. Dao-as , of Department of Health-Cordillera formulated the Regional Nutrition Committee’s (RNC’s) vision, mission, goals and the strategies for 2012-2016.
The drafted RNSP will be presented to the RNC for review and approval and the final RSNP will then be presented to the Regional Development Council (RDC) for inclusion in the Regional Development Plan.

This coming July 15, 2012 marks the 25th foundation day of Cordillera Administrative Region. This year's celebration aims to instill in the people of the Cordilleras an enhanced awareness, deeper appreciation and unwavering commitment to the history and aspirations of CAR, on its 25th years of existence. It also aspires to propel unwavering commitment and support to the pursuit of Cordillera Autonomy. Numerous activities are slated for this year with the kick-off activity which was launched at Mt. Data, Bauko in Mountain Province last May 28, 2012. This was to commemorate the "Sipat" that triggered the creation of the Cordillera Administrative Region.
In line with this, all government agencies and units are encouraged to show their support by posting the Cordillera Month banner and to participate during the Commemorative Program on July 15, 2012.

BAGUIO CITY, Sept. 14 (PIA) -– The National Nutrition Council (NNC) bared the 2011 results of the Monitoring and Evaluation of Local Level Plan Implementation (MELLPI) and the Outstanding Barangay Nutrition Scholar (OBNS) during the joint Regional Nutrition Committee (RNC) and Regional Technical Assistants on Nutrition (RTAN) meeting.
Marcia B. Espinueva of the Department of Social Welfare and Development (DSWD) and Regional Nutrition Evaluation Team (RNET) leader announced that the province of Benguet and the City of Baguio emerged as the 2011 Green Banner Awardees for the provincial and city level categories, respectively.
The Green Banner Award is given to a municipality, city or province, which has shown very satisfactory performance in implementing its nutrition program. An area awarded the Green Banner for three consecutive years as outstanding regional winner automatically is awarded the CROWN award said Espinueva.
For the municipal level Tublay, Benguet won the Green Banner Award while Asipulo, Ifugao placed second, while Tuba and Kapangan,both in Benguet landed as third and fourth, respectively.
Also declared Regional Outstanding Barangay Nutrition Scholar (BNS) was Monica N. Sicat of City Camp Proper in Baguio City. Mila P. Buya of Kapangan, Benguet placed second; Jennifer R. Maurera of Lamut, Ifugao-third; Epifania G. Baltazar of Babalag West, Rizal, Kalinga- fourth, and Cara Ann M. delos Reyes of Cabaritan, Tabuk City- fifth.
The awardees will be recognized during the 2012 Regional Nutrition Awarding ceremony which will be held on November 28, 2012.
The BNS are the barangay-based volunteers tasked to coordinate the delivery of basic nutrition and related services in their respective area of assignments.
The annual conduct of MELLPI aims to assess the efficiency and effectiveness of local governments in planning and implementing local nutrition program.
This year, only two provinces, Benguet and Ifugao, and Baguio City were evaluated. The other provinces were only monitored due to absence of a nutrition action plan which is the criteria for the evaluation, Espinueva said. (JDP/MC- PIA CAR)

The Regional Nutrition Evaluation Team (RNET) of the Cordillera Administrative Region (CAR) monitored and evaluated the nutrition programs of Apayao province on August 14 to 16, 2012. The monitoring team was composed of a representative from the Department of Interior and Local Government (DILG) in the person of Mrs. Jocelyn Rojo and the National Nutrition Council (NNC) staff of CAR.
The objective of the monitoring and evaluation was to assess the efficiency and effectiveness of the nutrition program implementation of the province for the CY 2011. Updates on nutrition programs were likewise presented to the Municipal Nutrition Action Officers (MNAO) and to the Municipal Nutrition Committee members during the monitoring. Mr. Journey Diza, Nutrition Officer IV, and Ms. Henscelle Amid, Nurse II and Provincial Nutrition Focal Person, of the province assisted the monitoring team. The municipalities evaluated were Pudtol, Luna, Flora and Sta Marcela.
Municipal Nutrition Action Officers of the different municipalities presented their accomplishments and their Municipal Nutrition Action Plan (MNAP) for 2012. It was noted that the different nutrition programs in the province were actively implemented by the municipalities visited. However, other vital aspects that should be further improved are: strengthening of the nutrition committees from the province to the barangays, formulation of a comprehensive nutrition action plan based on the Philippine Plan of Action for Nutrition and documentation of the nutrition activities conducted.
As part of the monitoring, the 2011-2016 Philippine Plan of Action for Nutrition was discussed which broadens the understanding of the stakeholders on the various nutrition programs that impacts the nutrition situation of the community. The overview of the Operation Timbang Plus (OPT Plus) was also presented in preparation for its implementation next year.
The monitoring and technical assistance provided were very much appreciated by the members of the Municipal Nutrition Committee, signifying their interest to join the 2013 search for outstanding performing LGUs in nutrition program management. This was a good feedback that indicates commitment to intensify the nutrition programs in the province considering that Apayao ranks 2nd among the provinces with the highest prevalence of 0-5years old based on the 2011 OPT result.

BAGUIO CITY, Sept. 14 (PIA) - - The Department of Interior and Local Government (DILG) is enjoining Local Government Units (LGUs) in the region to adopt the Philippine Plan of Action for Nutrition (PPAN) 2011-2016.
The PPAN is the country’s national framework plan on nutrition which will contribute to the attainment of the Millennium Development Goals (MDGs) specifically in addressing extreme poverty, hunger and malnutrition.
The DILG is encouraging LGUs to designate a nutrition action officer, with adequate office and staff support that include district/city nutrition program coordinator (D/CNPCs), and provide opportunities for continuous capacity building and development for the nutrition staff said Jocelyn Rojo of DILG-CAR.
Moreover, it also enjoins local officials to implement programs, projects, and activities to achieve nutrition targets such as promotion of desirable infant and young child feeding practices, micronutrient program, home and community food production, integrated management of severe and moderate acute malnutrition, supplementary feeding, nutrition education and other nutrition related projects.
DILG directed its regional directors and field officers to provide assistance to the regional offices of the National Nutrition Council to facilitate effective LGU action.
Likewise, all LGUs are enjoined to submit semestral report to the office of Undersecretary for Local Government through the Bureau of Local Government Development (BLGD) on actions taken to implement these concerns. (JDP/MC-PIA CAR)

Regional Outstanding Barangay Nutrition Scholar (ROBNS) title for 2011 was grabbed by Ms. Monica Sicat from Barangay City Camp Proper, Baguio City. Likewise, among the sixteen ROBNS nationwide, she was one of the top eight finalists vying for the National Outstanding BNS Award.
The interagency National Evaluation Team for the National Outstanding BNS lead by the NNC Executive Director and Assistant Secretary for Health Maria Bernardita Flores arrived in Baguio City on August 24, 2012 for the validation and final assessment of Ms. Sicat’s performance and commendable achievement as a BNS.
The evaluation was comprehensive with actual weight validation of selected preschool children and BNS assessment through written examination. Throughout the day long evaluation, support of the Barangay Nutrition Council (BNC) headed by Barangay Captain Abellera to Ms. Monica exemplified.
After the appraisal, feedback of the team was done where ASEC Flores announced to the BNC, City Health and Nutrition Staff and NNC-CAR Staff present that all of the eight finalists will be joining the National Nutrition Awarding Ceremony which will be held on October 19, 2012. The City Mayor Hon. Mauricio Domogan and several members of the BNC are particularly invited to witness the awarding ceremony. Venue of the activity will either be at the Malacanang Palace or Philippine International Convention Center, Manila.
