Baguio City has been adjudged as the Consistent Regional Outstanding Winner on Nutrition (Crown) in the city category as part Regional Nutrition Awards annually conducted by the National Nutrition Council.
The city won the award for being consistent in reducing the prevalence of being underweight among preschool children from 2013 to 2015.
City Health Officer Rowena Galpo said being an urban area, maintaining an almost zero underweight prevalence is challenging, unpredictable, and difficult to maintain.
However, she said the city’s health staff members are complemented by community health teams at the district health centers, barangay nutrition scholars, barangay nutrition action officers, and barangay officials in implementing community health services and outreach health projects in the concept of primary health care.
Galpo said as field workers, they often sought to seek particular individuals and families for local projects such as the Food and Nutrition Research Institute-Department of Science and Technology 2015 national survey and in identifying residents for the expanded Pantawid Pamilya program and other social projects like feeding programs and livelihood trainings.
Barangays ABCR, AZCKO, G.E.F.A. (Lower QM), Lower General Luna, Burnham-Legarda, Lourdes Subdivision, Magsaysay Private Road, MRR Queen of Peace, Phil-Am, Upper Quezon Hill, Rizal Monument and South Drive were also recognized for having zero prevalence of underweight pre-school children from 2013 to 2015.

The Regional Nutrition Committee (RNC)-Cordillera passed a resolution requesting the National Nutrition Council to urge Congress to update Presidential Decree 1569, or the strengthening of the barangay nutrition program as this is already outdated having been issued in 1978.
RNC-CAR Resolution 5 s. 2016 seeks for the inclusion in the PD the provision of a Barangay Nutrition Scholar (BNS) in every barangay and providing funds thereof, and amendments on the provision on BNS benefits.
Regional Nutrition Program coordinator Rita Papey said BNSs greatly contribute to the implementation of the nutrition program at the barangay level, being the frontliners in providing nutrition services and related services such as community health, backyard food production, environmental sanitation, culture, mental feeding, and family planning.
They are volunteer workers whose incentives depend on the initiative of the local government units with some BNSs receiving nothing at all, Papey said.
At present, the NNC provides BNSs a transportation allowance of P15 per month, which was increased to P50 per month in 2015, an amount that is too small considering the present standard of living and cost of transportation such that only a few LGUs like Baguio City and just 32 percent of the municipalities in CAR having availed of said financial assistance.
Among the proposed provisions for inclusion in the said PD are BNSs as full-time and salaried workers; provision of security of tenure; development of a ladderized education module for BNSs; and Civil Service eligibility equivalent to second grade after the completion of at least two years of continuous and satisfactory service in the barangay.
Other requested benefits are burial assistance of at least P20,000; monthly allowance based on the capacity of the LGUs; health insurance coverage with no-balance billing arrangement; scholarship grant for the BNS or immediate family member; conference fees including related travel expenses and awards for outstanding and long-serving BNSs.

TUBLAY, Benguet – This town has been adjudged as the best nutrition program implementer in the province this year.
Based on the monitoring and evaluation results conducted by the Provincial Evaluation Team, Tublay garnered total of 99.9 percent rating. Kibungan is second place with 90.62 percent while Buguias is at third place with 89.71 percent rating.
A team from the Provincial Nutrition Council went around the municipalities for the Monitoring and Evaluation of Local Level Program Implementation (MELLPI) to determine how effective nutrition programs were in improving the nutritional status of local government units.
The criteria are program efficiency, program effectiveness.
Tublay has been consistently topping nutrition program implementation in the province. Last June, the provincial government awarded the town with an incentive.
Benguet has been the Provincial Green Banner Awardee for many years, last year Tublay garnered for Green Banner awardee for best implementer of nutrition programs in the municipal level, as stated by the Provincial Nutrition Action Officer Amelia Cayap.
Barangay nutrition scholars (BNS) who help in moving forward nutrition program activities were also evaluated.
Adjudged as the best BNS is Divina Guilanda of Kibungan with 89.5 percent, followed by Debralyn Kimpa-oy of Tublay with 88.25 percent, and third is Divina Martin of Kapangan with a rating of 87.50 percent.
Meanwhile, the Department of Education also announced its best school nutrition implementers for both elementary and secondary level.
For the elementary level, ranked first is Kibungan Central School, second is Kabayan Barrio School, and Binga Elementary School is third.
For the high school level, Tublay School of Home Industries is first, followed by Lepanto National High School and Bokod NHS.

Baguio City- Local Government Units with outstanding performance in the implementation of nutrition programs and Outstanding Barangay Nutrition Scholars identified by the different provinces and cities will be recognized through a Regional Awarding Ceremony (RNAC) on October 13, 2016 at Hotel Veniz, One Abanao Street, Baguio City.
The Regional Nutrition Evaluation Team (RNET), a technical working group from the different member agencies of the Regional Nutrition Committee-Cordillera Administrative Region conducted the Monitoring and Evaluation of Local Level Plan Implementation (MELLPI) and Search for the Regional Outstanding BNS last March to June 2015. The MELLPI aims to assess the efficiency of local level plan implementation as indicated by certain indicators, measure changes in weight status of preschool and school children during the evaluation year and the immediate past two years, determine the extent to which nutrition is integrated into local development plans and programs and advocate for the continuing support for local nutrition program. The search for the outstanding Barangay Nutrition Scholar/ BNS Evaluation aims to to enhance the efficiency and effectiveness of the BNSs in responding to the tasks mandated to them. As a result of the MELLPI and BNS evaluation, awardees were identified by the team.
The event will be attended by around 180 participants composed of awardees, delegates from the different provinces of the region, partners from the different line agencies, non-government organizations, representatives from the media and other guests.

Baguio City – Rita D. Papey of NNC CAR oriented the newly elected municipal and city mayors of Cordillera during the Basic Orientation for Local Chief Executives organized by DILG-CAR. “ Nutrition program is a program that does not belong to a single agency but a concern of all branches of government and that the support of the mayor is a crucial to its success” is the opening statement of Ms Papey during the Orientation.
Recognizing the importance of enhancing the competencies of local government officials as managers for local development, the Department of the Interior and Local Government - Cordillera Administrative Region conducted the Newly Elected Officials Program (NEO) to capacitate the newly elected officials held August 17-19, 2016 at Albergo Hotel, Villamor Drive, Baguio City.
The program is designed to prepare local officials for the ASEAN Community, create harmonization and complementation of national and local priorities, address the continuing challenge of climate change and disaster, launching of the sustainable development goals, and rapid urbanization.
Along with other Regional Line Agency Directors and head of agencies/offices, who were invited to introduce their programs and services, Nutrition Program Coordinator Rita D. Papey of the National Nutrition Council Cordillera did a presentation on the nutrition programs covering the Legal mandates on nutrition, the National Nutrition Council and Coordinating Structures, City and Municipal Nutrition Committee and key players, City and Municipal Nutrition Action Plans, the Nutrition Awards and the Sustainable Development Goals for Nutrition Targets for 2025. BANGUED, Abra – The Provincial Nutrition Committee (PNC) strengthened its campaign to fight malnutrition in the province by launching the nutrition caravan in the 10 municipalities with the most number of malnourished children. With PNC as the lead, the nutrition caravan is jointly sponsored by the Abra Medical Society, the Rotary Club of Bangued, and the Philippine Red Cross.
Dr. Joel B. Beleno, president of the Abra Medical Society, said the nutrition caravan has various components, including pediatric consultations, classes for mothers, oral hygiene, and the supplemental feeding and deworming of children. It was earlier launched in Tineg.
The top 10 nutritionally depressed municipalities are Lagayan, Villaviciosa, Langiden, San Isidro, Pidigan, Lacub, Tayum, La Paz, Bucay, and Tineg.
Based on the latest Operation Timbang, Abra registered the most number of malnourished children age zero to five years old among the six provinces in the Cordillera.
Municipal Nutrition Action Officers supervises annually the conduct of the Operation Timbang Plus every first quarter of the year that measures the nutritional status of the 0-71 months children in all barangays.
“It is embarrassing to learn that Abra is again rank one in malnutrition in the region. We need to graduate from this status now,” Gov. Ma. Jocelyn V. Bernos told the PNC.
Aside from the nutrition caravan, the Department of Education was also reminded of the administrative order to prohibit sale of junk foods in school canteens.
The Philippine Information Agency, for its part, has intensified its information, education, and communication campaign to educate parents on the proper nutrition of their families, especially their children.
