TUGUEGARAO CITY, Cagayan– Mayor Liwayway Caramat of Sta. Fe, Nueva Viscaya has called on fellow local chief executives in the region to fully implement nutrition programs and projects.
“Unfortunately, nutrition program is not a priority among male local chief executives,” she said in her response as a Regional Green Banner awardee during the regional nutrition awarding ceremonies today in this city.
She said male local chief executives are more into impact projects like structures with nutrition only on the sidelines.
“Those structures are useless if the children are not healthy. Nutrition has more effect on them,” she added.
Dr. Azucena Dayanghirang, deputy executive director of National Nutrition Council said the challenge on nutrition programs and projects in the country is its sustainability. The National Nutrition Council wants to ensure the successful implementation of nutrition programs at the community level. In region 2, NNC met with the non-government organizations in a regional forum in Tuguegarao to share with them Philippine Plan of Action for Nutrition (PPAN) 2017-2022.
Approved on February 21, 2017, the plan is consistent with the Duterte Administration 10-Point Economic Agenda, the Philippine Health Agenda, and the development pillars of protective concern, transformation and development and the vision of Ambisyon 2040.
The plan consists of eight nutrition-specific programs and an initial list of 11 nutrition-sensitive programs. The NGOs have been identified as one of the partners for its implementation.
The forum, the agency said, aims to strengthen and establish collaboration, partnership and alliance with the sector to fight the double burden of malnutrition and nutrition related problems in the region.
“The local nutrition committees are on the process of formulating their Local Nutrition Action Plan. It would be a challenge to achieve these with the help of these NGOs,” Maria Gisela Lonzaga, NNC OIC Nutrition Program Coordinator, said.
Earlier, the agency said ‘it’s no longer business as usual’ when it comes to nutrition as the region is experiencing cases of underweight, stunting, wasting and overweight.
Between 2013 and 2015, Cagayan registered a 24.6 percent increase of underweight cases while Quirino recorded 44.1 percent in stunting, both among less than 5 years old.
The agency took time to present to the participants the regional nutrition situation which revealed that one out of four school children are underweight or 26.8 percent while seven out of 100 or 7.2 percent are wasted or thin and is considered to be a public health problem.

For the second time, the National Nutrition Council-Region 02 has successfully produced more than 79 graduates in the recently concluded Nutrition School on the Air or NSOA, in partnership with the government radio station, DWPE Radyo Pilipinas-Tuguegarao.
NSOA for Region 02 first started in 2009 with almost 200 enrollees registered, but only more than half of them was able to complete the ‘schooling’ , and therefore graduated from the short course. All enrollees then were housewives and Barangay Nutrition Scholars (BNS) from the 49 barangays of Tuguegarao City. Due to clamor from former enrollees to have another round of NSOA, and because of their unique experience with the program, the NNC-Region 02 responded positively on this request, thus the second airing of NSOA.
The latest NSOA, which was aired for 12 Wednesdays, from 10:30-11:00 am, centered on the 10 Kumainments or the simplified 10 Nutritional Guidelines for Filipinos. The students/enrollees are still housewives but this time, from all over the province of Cagayan to accommodate those who we were not included during the first round of NSOA. Initially, there were 209 who enrolled but only 79 of them marched for graduation. The number of drop outs or those who did not graduate, was due to incomplete attendance in the duration of the class, while others failed to pass the exam, which was given every after session discussion on air. And so, after 12 straight Wednesdays of airing, only 79 survived, majority of them came from the municipality of Amulung and some were from Peñablanca, Solana, Sta. Ana, Enrile, and Tuguegarao City. The municipality of Amulung graciously hosted the Graduation Ceremony for the graduates this year, with no less than the Local Chief Executive, Mayor Nicanor de Leon who personally welcomed the beaming graduates and other visitors.
