“A good start promises a good ending”. This is the conviction behind integrating very interesting sessions into the agenda of the 1st Quarter Meeting of the Provincial/City Nutrition Action Officers (P/CNAOs) and District/City Nutrition Program Coordinators (D/CNPCs) of Central Luzon held on 10 March 2015 at the King’s Royale Hotel and Resort. The brown bag sessions attended by forty seven (47) P/CNAOs and D/CNPCs brought together NNC-CL’s longtime partners to handle the following topics: Media Relations: Goals and Strategies by Mr. Albert B. Lacanlale,Editor-In-Chief of Central Luzon Newsweek; Public Relations in Local Nutrition Programs by Regional Director William L. Beltran of the Philippine Information Agency andMedia: Bringing Women in Focus by Ms. Marites Liwanag,Gender and Development (GAD) Focal Staff of Department of Social Welfare and Development. The three-prong objectives of the activity as illustrated were to create a betterunderstanding on the role of media in developing an advocacy strategy aimed at influencing policy and practice relating to nutrition; to enable the identification of some potential risks associated with advocacy in differing and emerging contexts; and to develop skills in communicating key issues relating to nutrition while enhancing public relations and putting into context the rights of women.
It was a very productive day observing Women’s Month while understanding the basics of Media Management and the benefits of Public Relations.
NPC Panlilio handled the meeting by presenting a summary of all the agreements made in 2014 in order to guide everyone in evaluating what were accomplished, what needs to be sustained and what else must be addressed this current year. In the course of the discussion of the minutes, the role of media and the challenges of public relations in Nutrition Promotion and Nutrition Program Management were reflected upon as well as the need to prioritize the cause of women.
The activity has indeed generated greater learning, higher affirmation and deeper commitment to support improvements in Nutrition as shown by the active participation of the group during the Open Forum.

The National Nutrition Council launches yearly the search for the National Outstanding Barangay Nutrition Scholar (NOBNS). The search aims to assess the performance of the BNSes and to recognize those with exemplary performance in the delivery of basic nutrition and related services in their areas of assignment.
In Central Luzon, the regional search covered the period April 22 to June 2, 2015 wth the three (3) Provincial OBNS from Dinalungan in Aurora, Talavera in Nueva Ecija and Anao in Tarlac and eleven (11) City OBNS from Angeles, Balanga, Cabanatuan, Mabalacat, Malolos, Meycauayan, Olongapo, Palayan, San Jose, City of San Fernando and Science City of Muñoz.
The regional BNS Ecamination of the 14 nomines capped the search on June 8, 2015 at the Conference Hall of DOH-RHO III, Government Center, City of San Fernando, Pampanga.

Rotary Club of Angeles North Incorporated President and concurrent City Nutrition Acttion Officer, Mr. Arnel T. Calaguas joined by Past President Jun Tolentino, Mr. Macky Silang and Mr. Jimmy Sta. Maria turned over medical equipment to the Neonatal Intensive Care Unit (NICU), including an AV 40-inches LED TV, DVD, home theatre sound system to the Obstetrics-Gynaecology, Out-patient Department of the Rafael Lazatin Memorial Medical Center (formerly known as Ospital ning Angeles - ONA) on the 1st week of March in observance of the Women’s Month.
On the other hand, the City Nutrition Action Office was granted an LCD Projector to facilitate the conduct of Nutrition Education and conduct of training roll-out. All donations were part of the joint project entitled “Global Grant for Maternal Child Care” worth US 55,000 by the Rotary Club, in partnership with sister chapter RC Kare South Japan. The project has a 3-year monitoring and evaluation component to ensure the attainment of the objective - To decrease the prevalence of infant and under-five morbidity and mortality in Angeles City.

The National Nutrition Council through the conduct of Monitoring and Evaluation of the Local Level Plan Implementation, coined as MELLPI launches yearly the Search for the Outstanding Local Government Units: Province. City, Municipality, Barangay and its volunteer worker – the Barangay Nutrition Scholar (BNS). The Search aims to assess the nutrition program performance of the LGUs and the BNSes, and recognize those with exemplary performance in the delivery of basic nutrition and related services in the 7 provinces of Central Luzon.
For 2015, the expanded Regional Nutrition Evaluation Team (RNET) of Central Luzon, from a 15-member Regional Nutrition Committee, now with 30 member-agencies at hand started its evaluation and validation visits on April 8, 2015 at Science City of Munoz and Cabanatuan City, both in Nueva Ecija. While the first province visited by the team on April 22-24, 2015 was Aurora Province covering the First-time Provincial Awardee – Municipality of Dilasag, which bagged the title 2015 Outstanding Municipality of Aurora Province and Municipality of Dinalungan, for having the Provincial Outstanding BNS – Barangay Abuleg, also groomed as the Model Barangay for PGN-Infant and Young Child Feeding Program.

In order to build capacities among the local nutrition action officers and implementers in the management and coordination of different nutrition programs, the NNC for Central Luzon conducted the Nutrition Program Management Training for implementers. It aims to enhance not only the skills and knowledge but to mold attitude producing more effective nutrition program managers.
The five-day training was held at King’s Royale HOTEL and Resort, Bacolor, Pampanga on March 16-20, 2015. The 30 participants of NPM consist of Provincial/City/Municipal Nutrition Action Officers, Municipal Health Officers, District and City Nutrition Program Coordinators, Nurses and Nutrition Officers from the cities of Angeles, Mabalacat, San Fernando, Tarlac and Cabanatuan; while others came from the municipalities of Aurora (1-Dilasag), Bataan (2-Hermosa and Bagac), , Bulacan (6-Angat, Pandi, Baliwag and Norzagaray), Nueva Ecija (2-Carranglan), Pampanga (4-Macabebe, Candaba and Arayat), Tarlac (2-Moncada and Ramos) and Zambales (4-San Marcelino, Candelaria and Sta. Cruz).

Finally, the most awaited National Conference of BNSes for Northern Luzon Cluster has been staged on 15-16 April 2015 at Vigan Convention Center, Vigan City, ILocos Sur by the National Nutrition Council. The conference was well-attended by the delegates from Region I, (Lupang Ilocos); Region II (Cagayan Region), Region III (Central Luzon) and Cordillera Administrative Region (CAR). This is the 3rd of its series after the 1st conference in held in 2010 and the 2nd in 2012. It was recorded that this meaningful event has brought closer more than 900 Barangay Nutrition Scholars of which 273 BNSes came from Central Luzon, the biggest delegation.
The most momentous highlight of the event is the awarding ceremony of the long serving BNSes: those who served for 30 up to 36 long years of joyfully serving, challenging yet fulfilling, dedicating and untiring support to their barangays for the sake of their Barangay Nutrition Programs. In Central Luzon, a total of 53 Long Serving BNSes were recognized and awarded. They are the BNSes from Bataan (Bagac-3); Bulacan (Angat, Bustos, Bocaue, Calumpit, Hagonoy, Norzagaray, Marilao, San Ildefonso, San Miguel, Sta. Maria, Marilao, Meycauayan City, Malolos City – 34); Nueva Ecija (Cabanatuan City, San Jose, Palayan City – 5); Pampanga (Mabalacat City-10) and Zambales (Masinloc-2).
