Tuguegarao City--- As part of strengthening the implementation of RNC Resolution No. 1 Series of 2019, “Strengthening the Promotion of Healthy Lifestyle at the Regional Government Offices and Local Government Units” the National Nutrition Council together with Department of Agriculture and member of Media visited and evaluated the first set of participating member agencies’ Gulayan sa Opisina, namely BFAR, NEDA and DENR.

Judges were amazed by the dedication and commitment of member agencies’ in establishing and maintaining their respective gulayan sa opisina despite of their limited space, busy schedules and extreme weather conditions.

TUGUEGARAO CITY--- Municipal Bantay Asin Task Force (MBATF)- Sta Praxedes, Cagayan ceased and sent back to origin 5,  520 kgs of uniodized salt on 14 February 2020 through its strengthened Bantay Asin Checkpoint situated in Sta. Praxedes, Cagayan.

According to PNP Officer Regardy Pascual, MBATF- Checkpoint Officer, the shipper, Ms. Aurora Castro originally from Lasol, Pangasinan, insisted to enter Cagayan Province with a truck of declared rock salt which she stated that will only be used for bagoong production in the municipality of Claveria, Cagayan. However, Officer Pascual explained to the shipper that all volume of salt entering Cagayan Valley are required to be tested using the WYD Iodine Checker to verify its iodine content.

With the assistance of Ms. Aerphel Tauayan, Municipal Nutrition Action Officer (MNAO) and MBATF- Member, took sample of salts to be tested using the WYD Iodine checker and it recorded a 4.2 ppm iodine content which is way below the prescribed 30ppm iodine content.

Tuguegarao City---- “Let’s invest in nutrition with focus on first 1000 days to end stunting and other forms of malnutrition through sound investments and comprehensive strategies,” a challenging statement of Director Jonathan Paul Leusen Jr, Department of the Interior and Local Government Region 02, in his inspirational message to the participants of the Planners forum on 5-6 February 2020 at Taj Hotel and Resto/Bar, Tuguegarao City.

 Attended by Province of Isabela Planning and Development Officers, Local Nutrition Action Officers  and other Nutrition and Health Officers, the two-day affair was conducted to ensure the integration of nutrition programs, projects and activities in the local development plan and annual investment programs of the municipalities and province in Isabela.

Atty. Eduardo Cabantac, Provincial Planning and Development Coordinator of Province of Isabela gave a refresher topic on the formulation process of Physical Development and Framework Plan (PDPFP) and Comprehensive Development Plan (CDP). “ Hindi ito crash course sa pag gawa ng CDP o PDPFP, alam ko marunong na kayo lalo na sa CDP. Kaya ito ginagawa upang maisiguro natin na nakapasok ang mga nutrition PPAs sa mga respective plans natin dahil importanteng ang human resource sa kahit anong LGU,” he shared to the participants. He also admittedly, during his term as a local chief executive (formerly municipal mayor in Quezon, Isabela) he tends to forget nutrition in his priority programs and projects. “Dyan pumapasok ang galing ninyong mga nutrition officers, kailangang ilobby at ipaliwanag nyo sa mga mayor or governor nyo ang importansya ng nutrition,” he added.

National Nutrition Council Region 02 represented by NO II Frances Vea Valdez acted as one of the board of judges in the Gamet Cooking Contest during the 11th Gamet Festival in Sta Praxedes, Cagayan.

The said cooking contest was participated by 10 barangays of Sta. Praxedes, Cagayan. The festival aims to increase consumption of gamet because of its health benefits.

Gamet (Pyropia acanthopora) is a red papery sea vegetable known for its nutrition values. It turns into reddish black in color when gathered and dried.

It contains carbohydrate, protein, fat, vitamins and minerals which are essential nutrients of a good diet. It has vitamin B12 which is important for cellular metabolism, brain and nervous system and blood formation. It can also serve as an iodine supplement which decrease the risk of developing health problems such us goiter hypothyroidism and mental disabilities in children. Aside from iodine, it is one of the richest plant sources of calcium for bone health.

The quest to the Nutrition Honor Award (NHA) is perhaps the most challenging and arduous search the Philippine government has ever conceptualized and implemented. In order to bag the bacon, a Local Government Unit (LGU) must exert effort likened to climbing the “Everest” – exerting effort, and displaying determination, courage and desire to improve, attain and sustain good nutritional status of its constituents for six consecutive years.

In the ‘80s, high prevalence rate of malnutrition was one of the challenges in the country, hence, the birth of the award system to encourage local governments and other stakeholders to effect programs that will eventually improve and ensure attainment of good nutrition of the people, especially the mother and the child.

LGUs which shown exemplary performance are given “Green Banner”, the first base of the award system which must be maintained for three consecutive years. After which, the journey of the awardee will elevate to “Consistent Regional Outstanding Winner in Nutrition (CROWN)” award for another three consecutive years before taking the Nutrition Honor Award – the highest award in the country.

It was ambitious. It was an impossible dream to the LGUs. It was a program that needs a hundredfold of courage, initiative and determination to turn it into a reality. But lo, Cagayan Valley people have accepted the challenge.

In the ‘80s, some LGUs have silently and seriously worked towards the improvement of the nutritional status of their respective communities not because of the recognition but because of their flaming desire to achieve their visions to create a well-nourished and healthy citizenry.

In 1998, Solana, Cagayan has started igniting the flame as it garnered the region’s first ever Nutrition Honor Award after successfully combating malnutrition rate and proving its stint as the rice granary of the province.  

Solana turned impossibilities and dreams into realities. Everyone was then amazed as the town proved that the ambition is very much possible to achieve, inspiring others to also do their best to belong.

In 2000, Echague, Isabela successfully climbed the ladder to the NHA as it religiously implemented its people-centered nutrition programs, especially the establishment of food production and processing facilities which provided livelihood to the unemployed, thus improving not only the nutritional status of the people but also the town’s economy.

Isabela was the first province to receive NHA in 2003. It is the biggest province of Cagayan Valley Region but it did not sleep on its laurels when it comes to nutrition program implementation. The Makabagong Gulayan, Techno Pinoy Agri program, Gulayan sa Bayan, Libreng Gamot at Paggagamot, and food processing programs are few of the various programs the provincial officials implemented which brought them to the award.

Radyo Kalugaran

Claveria, Cagayan--- The National Nutrition Council Region 02 conducted its 1st quarter monitoring of Radyo Kalugaran Nutriskwela Community Radio Network in Claveria, Cagayan on 12 February 2020.

During the monitoring visit, the National Nutrition Council found out that the Radyo Kalugaran is now operating for 17 hours from its usual 12 hrs. As per National Telecommunications Commission (NTC) issued permit the station should at least operate for 15 hours daily from Monday-Friday.

It was also noted that  there was an increase of budget of  Radyo Kalugaran from Php 200, 000.00 in 2019 to Php 350, 000.00 in 2020. As a result the radio station now  has additional three (3)  employees that assist in the normal operation of the station.
