NNC 9 11148The Republic Act (RA) 11148 otherwise known as “ Kalusugan at Nutrisyon ng Mag-Nanay Act” – is  an act scaling up the National Health and Nutrition Programs through a strengthened integrated strategy for Maternal, Neonatal, Child Health and Nutrition in the 1st 1000 Days of life, appropriating funds therefor and for other purposes. The Act was passed by the Senate and the House of Representatives on September 17, 2018 and September 19, 2018, respectively and was approved into law on November 23, 2018 by President Rodrigo Roa Duterte.

In order that the law will be properly implemented a public consultation was conducted to review the draft Implementing Rules and Regulations (IRR) on April 5, 2019 at Palacio del Sur, Zamboanga City. The Department of Health together with the National Nutrition Council spearheaded the said activity with nutrition partners like UNICEF and the Philippine Legislators Committee on Population and Development Foundation, Incorporated. The activity was attended by key personalities and served as panel of discussants from the Department of Health represented by Dr. Ruby Constantino, the National Nutrition Council represented by OIC Executive Director Dr. Azucena M. Dayanghirang and the Chief of the Nutrition Policy and Planning Division Ma. Lourdes Vega as well as the Nutrition and Legal Officers of the Department of Health. Almost 100 delegates coming from Regions 9, 12 and BARMM were in attendance that includes interested parties such as public and private stakeholders, local government units, Chiefs of Government Hospitals and other national as well as regional government agencies specifically from the social welfare, agriculture, labor, nutrition, financing and development sectors.

One of the component activities of the ECCD F1K Program is to provide the pregnant women and child caregivers with knowledge and skills through nutrition education classes necessary to develop a nurturing attitude towards their infants and young children. This motivated the Local Government Unit of Kumalarang to be true with their commitment in implementing the ECCD F1K Program. They envisioned a collective and inclusive community in achieving a common goal of having healthy, well-nourished and productive constituents towards a resilient and self-reliant municipality.

ECCD NNC 9The National Nutrition Council Regional Office 09 finally concluded the nine (9) batches of the training of Barangay Implementers on ECCD F1K Phase 3 (ECCD Child Development Milestones Monitoring) on November 9, 2018. Initially, five batches of trainings were conducted simultaneously from October 23-24 and October 25-26, 2018 and four batches were conducted on November 6-7 and November 8-9, 2018 respectively. A total of 252 or 90.0% of the expected participants attended the training. The involvement of the Development Management Officers (DMOs) and Provincial Social Welfare Development Officer and staff helped a lot in conducting the roll-out training simultaneously.

lnews 1A Refresher Course for Local Nutrition Early Warning System-Food and Nutrition Security (LNEWS-FNS) Household Data Collectors for the areas in Region 9 was held on January 9-10, 2019 at Hotel Guillermo in Pagadian City. The activity aims to strengthen capacities of data collectors in gathering primary data on household food security in selected sentinel sites.

The LNEWS-FNS a system that provides relevant and timely information relative to factors that influence  food security of the locality has enhanced utilization of data in program planning in the four municipalities in Zamboanga Peninsula.  Established in  Polanco and Jose Dalman in Zamboanga del Norte,  Diplahan in Zamboanga Sibuagay and  Kumalarang, Zamboanga del Sur these municipalities are now regularly using the results of the LNEWS-FNS in their Local Development Plans.

RNAC NNC 9The National Nutrition Council (NNC) together with the Regional Nutrition Anti-Hunger Committee (RNAHC) conducted the 2018 Regional Nutrition Awarding Ceremony (RNAC) on October 18, 2018 at Skyview Grand Astoria Hotel , Zamboanga City. The activity gives recognition to outstanding Local Government Units as well as Nutrition Action Officers and Barangay Nutrition Scholars in the implementation of nutrition program.

The keynote speaker for this year’s Regional Awarding Ceremony is the DILG IX Regional Director, Mr. Paisal O. Abutazil who in his message commended the Local Chief Executives on the noteworthy acomplishments of the local government units in their respective nutrition programs. He emphasized that their leadership in carrying out a good nutrition program is a valuable factor in the success of program implementation and to the improvement of the nutrition situation in their respective communities.

NNC 9 NSOA 2018Spearheading the 10 Kumainments Nutrition School on the Air (10K-NSOA) Program, the National Nutrition Council Regional Office IX was able to increase the program’s graduates by 60% on its second year. The 10K-NSOA is a module that brings correct and timely nutrition information to the public through a radio program that encourages listeners to register/enroll and participate in the weekly airing of the 10 Kumainments module. In partnership with the Nutrition Action Officers of Dipolog City and Zamboanga Sibugay, who served as anchor persons the modules are discussed just like in the classroom where they act as the teacher with the listeners as the students. The enrolled listeners are given short quizzes after each module and graduate after completing the twelve sessions. The second year of the NSOA program was aired in Dipolog City and in Ipil, Zamboanga Sibugay from August to November. A total of 110 graduates successfully completed the 10 Kumainments-NSOA these among others who did not enrol but merely listened to the program. The NNC believes that radio continues to be the medium of choice to access information as it reaches many remote places in the country and families.

The graduation ceremony was also attended by the Local Chief Executive of Dipolog City, Mayor Darrel Dexter Uy who expressed his gratitude for the NNC’s program and continued support in providing the importance of nutrition information to his constituents.

The Provincial DILG Director in the provincial capital of Ipil, Zamboanga Sibugay was the guest of honor during the graduation. He encouraged the graduates to take this once in a lifetime opportunity  to influence other members of the family, relatives and neighbours about good nutrition, saying if one graduates, he or she  can influence 5.  Therefore  the 67 graduates can make the entire community healthy.

The NNC is encouraged with positive feedback from the graduates. To quote a few, Mr. Ian Paul O. Collera of Dicayas Dipolog City a 30 years old house-father and the only male graduate in Dipolog City shared “sa pakikinig ko sa NSOA ako ay natuto nang tamang pag-alaga sa aming baby, ang pag-prepare nang kanyang pagkain. Nakatulong sa aming pamilya dahil ako bilang isang ama na naiiwan sa bahay at ng mga anak ko, habang ang asawa ko ang nag oopis” According to him he was encouraged by his wife to register in the NSOA as he regularly tunes in to the program as a listener. The NSOA he said “nagbibigay sa akin ng kaalaman sa basic information sa nutrisyon kagaya sa pagpakain ng gulay para sa mga bata at bakit dapat magpapasuso ang ina sa kanyang baby.”

In the NSOA graduation, Ms. Nely D. Enong of Barangay Malagadis of Titay, a mother, who topped as First Honor among her classmates also expressed her appreciation of the people who anchored the NSOA and said that the program is very helpful to her and her neighbours. Listening as a group of mothers they learned about good nutrition, interact with each other as well as share experiences of how they care for their families. Joining the NSOA widened their understanding of the importance of breastfeeding and proper feeding of children to attain good nutrition. They also learned the importance of eating healthy such as why they have to go slow on fatty, salty and sweet foods. She expressed hope that the NNC will still continue with the NSOA and they will encourage other mothers, families and neighbors to join the program to learn nutrition and apply the information in their family lifestyles.
