Keynote Message
At the onset, I wish to extend my gratitude to the organizers of this event – the National Nutrition Council Zamboanga Peninsula for inviting me to grace this very significant event as keynote speaker.
Good nutrition creates health in all areas of our existence. All parts are interconnected. This is the very reason why government is all exhausting necessary efforts to ensure that each and every citizen, pre-school and school children especially, get the proper nutrition they deserve.
Good nutrition is an investment in itself; to see to it that the well-being of all is given priority, NNC, as the policy-making and coordinating body on nutrition, in partnership with our local government units, stakeholders and partners, are committed in realizing their goals – that is nutritional adequacy for all Filipinos.
The conduct of the monitoring and evaluation of local level plan implementation (MELLPI), is an effective tool in assessing the efficiency and effectiveness of LGUs in the implementation of their respective local nutrition action plans.
Local Government Units play a very instrumental role in relationship to nutrition. As in all other aspects of governance. Mahalaga na pagtuunan ng pansin ng ating mga lokal na pamahalaan ang nutritional status ng mga bata sa kanilang komunidad and the nutritional needs and challenges of the entire community.
Your local nutrition action plans, as integrated in your local development plans, outlines your strategies to effectively address and avert nutritional issues, which if not properly addressed, can cause low productivity. Among residents, at a higher extent.
Right and proper nutrition need not to be expensive. All it takes is an affective information and advocacy campaign to make the communities understand the importance of eating right and eating smart.
Today, NNC Region IX is giving credit where credit is due. Efforts of local government units, nutrition advocates, local nutrition teams, communities and champions are worthy of recognition. The level of commitment that this year’s winner and outstanding performers have shown based on the assessment results are valuable contributions towards a more productive and progressive Zamboanga Peninsula.
Mahalaga po and papel ng ating mga LGUs sa usapin ng nutrisyon at pagsisiguro ng kalusugan ng pangkalahatan. Investing in good nutrition pays.
Poverty and malnutrition remain to be our country’s major concerns. However, Government is not comfortably sitting on the couch and watching the situation get worse that it actually is. Government is exhausting all efforts and exploring all possibilities to combat malnutrition at all cost. We have you, our LGUs, as government’s main support mechanism down to the barangay level.

The National Nutrition Council Regional Office 09 together with the Zamboanga Peninsula Association of Barangay Nutrition Scholars conducted its 3rd Regional Conference with the theme “ BNS: Bayani ng Nutrisyon Noon, Ngayon at Bukas” on September 12-13, 2018. Over 800 Barangay Nutrition Scholars (BNS) from the three provinces and five cities of the region attended the conference held at the Royce Convention Hall Grand Astoria Hotel, Zamboanga City.
The National Nutrition Council conducts bi-annual and island cluster National Conference for Barangay Nutrition Scholars to update and mobilize the BNS in the implementation of the Philippine Plan of Action for Nutrition. This 2018, the NNC rolled down to the regions the conduct of the conferences to enable more BNS to participate. The year 2018 likewise marks the 40th year of the promulgation of the Presidential Decree 1569 that provides for a Barangay Nutrition Scholar or a nutrition volunteer in every barangay to strengthen the Nutrition Program.

“Health Education: A key to a better living!” is the theme of the BS Social Work (BSSW) Students of Western Mindanao State University (WMSU) in their community outreach in Vale Vista Phase II, Barangay Kasanyangan, Zamboanga City. Assisted by the NGO -- Integrated Resource Development for Tri-People (IRDT) of Zamboanga City, the BSSW students organized an integrated nutrition, health and food security information class on February 2, 2018 where thirty-five (35) Muslim Women of different ethnic groups participated.
The objective of the activity is to equip the women specially mothers/child caregivers in the resettlement community the necessary nutrition and healthcare information to live healthy life. The class provided the women with appropriate knowledge and skills to practice in feeding children, taking care of personal hygiene and waste disposal as well as maintaining a sustainable vegetable gardens within their home yard.

In the effort to strengthen the Salt Iodization Program as the primary intervention to ensure iodine sufficiency and eradicate the Iodine Deficiency Disorders among the vulnerable population groups in the region, the NNC together with DOH 09 holds regular meetings with the members of the Regional Bantay Asin Task-Force (RBATF) to discuss status of program implementation as well as issues and concerns arising during its implementation.
The Department of Health (DOH 09) and the National Nutrition Council 09 convened a meeting the members of the Regional and Local Bantay Asin Task Force on 22 June 2018 at the Grand Astoria Hotel, Zamboanga City. A total of 12 RBATF members were in attendance.

Zamboanga Peninsula is one of the regions piloted by the National Nutrition Council in scaling up the Local Nutrition Early Warning System (LNEWS-FNS). To date the region has a total of four municipalities where the LNEWS-FNS is in placed and data generated being utilized by the LGUUs for planning purposes. At one area per year since 2014, the municipalities with functional LNEWS-FNS are Polanco, ZDN, Diplahan, ZSP, Kumalarang, ZDS and Jose Dalman, ZDN.
The LNEWS-FNS is a surveillance system that aims to build capacities of the local officials and workers in collecting , analyzing , reporting and utilizing food security and nutrition data for evidence - based decision making and program planning. Implementation of the system has generated various practical experiences among LGUs. To mention a few these are the following: 1) high level of acceptance by the LGU to the program, 2) Active involvement and cooperation of the data collectors and the sentinel barangays, and 3) result of the survey was used in planning.

The second year of the NNC coordinated Early Childhood Care and Development in the 1st 1000 Days (ECCD-F1K) Program has put in full action the implementation of various program components that will provide continuum of care and services for the child in the first 1000 days from pregnancy of the mother to the child’s second birthday.
To ensure that the planned activities will be fully implemented as scheduled within the given timeframe, a Joint Meeting of ECCD F1K Zamboanga del Sur Provincial and Municipal Core Groups was organized and facilitated by the National Nutrition Council Region 9 with the aim of identifying issues and barriers affecting timely program implementation. The meeting was held on 3 May 2018 at the Hotel Guillermo, Pagadian City. The meeting was attended by the core groups of the ECCD F1K Program sites namely Aurora, Kumalarang and Mahayag as well as the Provincial focal persons of the program. Composing the core groups were the heads of offices from the health, Agriculture, Social Welfare & Development, Accounting office and the Nutrition Action Officers.
