Commitment, hard work and compassion are the key factors that helped Barangay Nutrition Scholar (BNS) Rose N. Alipoyo emerge as the Regional Outstanding BNS, and finalist of the National OBNS.
Leading seven (7) other BNSs in the barangay as Barangay Nutrition Action Officer, BNS Rose confidently embodies the core values of a Barangay Nutrition Scholar, and values her co-BNSs and the entire nutrition workforce of Barangay Kauswagan, Cagayan de Oro City.
BNS Rose has served the barangay for eight (8) years as a nutrition volunteer where she ensures that nutrition programs initiated by the Barangay Nutrition Committee (BNC) reach every household in the barangay. This was made possible through the help and cooperation of Kauswagan BNC through the leadership and support of Punong Barangay Pedro D. Balite, her fellow BNSs, Barangay Health Workers, Nurses, Midwives and all the Zone Leaders.

The Municipality of Manolo Fortich is a favorite tourism and adventure destination in the country due to its cool climate, rugged terrain and scenic location. Its relatively cool and humid temperature is suitable for various fruits and crop production which makes them Northern Mindanao's Fruit Basket.
Municipal Nutrition Committee (MNC) Chair Mayor Clive D. Quiño prioritized poverty alleviation, health and nutrition of the community by investing and implementing quality program. Since 2007 the locale has sustained the implementation of their very own 15 Special Projects, an anchor for the implementation of Manolo Fortich–Barangay Integrated Development Approach to reduce poverty incidence. The improved quality of their nutrition program lies in some of these programs modified to become nutrition-sensitive to complement the nutrition-specific programs being implemented by the local government.
This improvement in the quality of their nutrition programs proved to be the right move, as there were noticeable gains and improvement in the prevalence of malnutrition in the locality. The formula of implementing effective nutrition programs involved some good practices.

21 November 2019, Cagayan de Oro City – Nutrition and health workers including staff from Local Disaster Risk Reduction Management Office in Northern Mindanao are now equipped on Information Management for Nutrition in Emergencies. The participants were able to acquire knowledge and skills on the basic principles of nutrition information management, how to use the six (6) IM Tools and how to facilitate better collection, processing, analysis, and flow of information for use in decision-making.
The two batches of 3-day regional training for provincial, city and municipal level including Lanao del Sur province of BARMM and its select high-risk municipalities were conducted on November 11-13 and 13-15, 2019 at Pearlmont Hotel, Cagayan de Oro City in partnership with the DOH-Center for Health Development Northern Mindanao. This is part of follow through activities of Training of Trainers for Information Management for Nutrition in Emergencies held last March 23-27, 2019 in Davao City. A total of 39 participants composed of 20 Provincial/City Nutrition Action Officers and District/City Nutrition Program Coordinators were from provinces of Bukidnon, Camiguin, Misamis Occidental, Misamis Oriental, Lanao del Norte, and Lanao del Sur from BARMM and cities of Cagayan de Oro, Iligan and Valencia for Batch 1, while 17 Provincial/City/Municipal Nutrition Action Officers, City Nutrition Program coordinators and nutrition staff from Province of Misamis Occidental with its municipalities of Bonifacio and Tudela, municipalities of Lala, Lanao del Norte, Libertad, Misamis Oriental, cities of Gingoog and Valencia, and DOH Human Resource for Health (HRH) and Nutritionist-Dietitians Deployment Program (NDDPs) of Misamis Oriental in Batch 2.

Focusing on improving its human capital, Cagayan de Oro City earned golden results as the City invested and prioritized the nutrition program. The City of Golden Friendship was hailed as the most outstanding city in the Region, thus the recipient of the Regional Green Banner Award.
The City prides itself for its effective people-centered nutrition programs which translated to decreased prevalence of malnutrition, specifically stunting among children below 5 years old from 6.5% in 2016 to 2.7% in 2018. This was made possible through its active multi-sectoral City Nutrition Committee (CNC) chaired by Mayor Oscar S. Moreno, coupled with a City Nutrition Office with full manpower complement. City Nutrition Action Officer Nenita F. Rabe has seven (7) City Nutrition Program Coordinators overseeing 80 rural and urban barangays, one (1) focal person on DOH nutrition programs and two (2) IT staff.
Investing in the First 1000 Days is one of Cagayan de Oro’s strategies to achieve better nutrition outcomes. The City Health Office provides free laboratory services for pregnant women as one of their interventions. Moreover, a total of 35 Breastfeeding Support Groups were organized with more than 600 IYCF peer counselors to guarantee optimum nutrition for infants and to continuously advocate proper feeding for infants and young children. World Vision, a member of the CNC, complemented the manpower with IEC materials such as IYCF kits, counselling cards, t-shirt and bags.

8 November 2019, Cagayan de Oro City – Nutrition exemplars gathered and urged nutrition and planning and development focal persons to prioritize nutrition programs during the Planners’ Forum held on 7 November at Dynasty Court Hotel, this city.
The Planners’ Forum focused on Integrating Nutrition in the Local Development Plans and Budgets. The activity was derived from the series of planning workshops for priority areas of the Human Development and Poverty Reduction Cluster (HDPRC), which are Bukidnon and Lanao del Norte for Region 10. Some 72 Nutrition Action Officers and Planning and Development Coordinators from Misamis Occidental and Misamis Oriental LGUs gathered to attend the Forum.
One of the highlights of the activity was Session 2: Why Invest in Nutrition where nutrition exemplars shared their good practices on integrating nutrition in the local development plans. Together with Valencia City Vice-Mayor and Nutrition Committee Co-Chair Dr. Policarpo P. Murillo, IV, Kadingilan Municipal Nutrition Action Officer Jesus “Jake” D. Dumangon and CDO City Asst. City Planning and Development Coordinator Mabel V. Marte served as session panelists, anchored by NNC X NO II Sheena Marie G. Talle. Kadingilan and Valencia City, Bukidnon claimed the highest award in nutrition, the Nutrition Honor Award in 2012 and 2015, respectively, while Cagayan de Oro City achieved the Consistent Regional Outstanding Winner in Nutrition (CROWN) Award which is given to LGUs awarded with the Green Banner Award for three consecutive years.

If Region 10 has a list of LGUs’ success stories on nutrition program from scratch, Misamis Occidental Province will definitely be included in the top ranks. In 2015, the province was listed as one of the country’s most nutritionally-depressed.
Through providing manpower resources to solely focus on nutrition as well as the cooperation of the Provincial Nutrition Committee and other relevant stakeholders, the Province was able to significantly decrease its malnutrition rate in three (3) years. Declined stunting prevalence of 13.15% in 2016 to 9.7% in 2018, from 3.56% to 2.99% in wasting, and 5.94% to 4.16% in underweight. This substantial decrease in the various indicators is a glaring indication that the province is on to something highly significant.
