Binignit ArticleBinignit or tabirak is a thick and sweet stew of assorted tubers and fruits with landang or tapioca pearls cooked in coconut milk. It makes use of glutinous rice (“pilit”) which is responsible for its thick texture. It is a popular comfort food and afternoon snack among the Filipinos, but it takes center stage most especially during the Holy Week.

The Lenten Season invites Christians to fast and abstain from eating meat, thus a packed dish such as the binignit will sumptuously fill your stomach up.

7 April 2022, Cagayan de Oro City – The National Nutrition Council (NNC) X visited the municipalities of Sagay, Mambajao and Mahinog, Camiguin last 28-30 March 2022. The visit was conducted to continually advocate nutrition to the local government units (LGUs) of Northern Mindanao. NNC X Nutrition Officers (NOs) Arlie Joy O. Damiles and Vazamija Therese A. Villasi together with Ms. Telesfora G. Madelo, Nutritionist-Dietitian IV of Department of Health Center for Health Development – Northern Mindanao (DOH CHD-NM) facilitated the activity and Provincial Nutrition Action Officer (PNAO) Christy Grace A. Taclindo accompanied NNC X.

A total of 18 Municipal Nutrition Committee (MNC) members from the said LGUs attended the advocacy meeting and monitoring. NO II Damiles, NO I Villasi and ND IV Madelo also paid a courtesy visit to Mayor Joseph G. Uayan of LGU Sagay, Municipal Health Officer Lyndon G. Aclan of LGU Mambajao, and Mayor Rogerio C. Acle of LGU Mahinog.

The NNC X presented the background of NNC, the Philippine Plan of Action for Nutrition 2017-2022, and the respective municipal nutrition situations for each area. During the meeting, NNC X also emphasized the strong leadership of the local chief executives (LCEs), the dedication of NAOs and nutrition staff, active participation, and commitment of the local nutrition committee (LNC) at all levels are key ingredients for a functional LNC.

Inforgraphics TK Advocacy Meeting Orientation31 March 2022, Cagayan de Oro City – The National Nutrition Council (NNC X) continues to orient and capacitate program implementers in preparation for the Tutok Kainan Dietary Supplementation Program in Lanao del Norte Province.

Last 28 March 2022, PNFP Lizelle L. Bete of NNC X paid a visit to the towns of Maigo and Bacolod, Lanao del Norte, which was attended by the Municipal Nutrition Action Officer, Barangay Nutrition Scholars, Punong Barangay, nutrition workers from the municipalities, and Department of Health Nutritionist-Dietitian Alzenjoan Icalina.

This orientation was held to provide target local government unit beneficiaries with program updates, guidelines, and social preparation requirements to focus on the objectives of the program in enhancing the quality and quantity of food and nutrient intakes to contribute to the prevention of stunting and wasting in children aged 0 to 23 months.

NNC X Org Chart as of 31 January 2022The National Nutrition Council (NNC), being the highest policy-making and coordinating body in nutrition per Presidential Decree 491, is composed of the NNC Governing Board and the NNC Secretariat. Part of the Secretariat are the Regional Offices (RO) across all 17 regions in the country.

Functions of the NNC ROs are the following:

  • Execute policies, directives and guidelines set by the NNC Governing Board at the regional level
  • Coordinate the planning, implementation, monitoring and evaluation of the Philippine Plan of Action for Nutrition (PPAN) at the regional level;
  • Provide technical assistance to program implementers at the regional and local levels
  • Establish and maintain functional linkages with agencies involved in the nutrition program
  • Conduct nutrition trainings, promotion, and advocacy as well as resource mobilization activities in the region
  • Generate nutrition and related data and serve as monitoring and database center for the regional PPAN
  • Facilitate the provision of materials from various sources for the intended recipients of the nutrition program
  • Serve as the Secretariat to the Regional Nutrition Committee and other nutrition structures

10 Medina Advocacy Meeting25 March 2022, Cagayan de Oro City – The National Nutrition Council Region X continues to advocate nutrition to Local Government Units (LGU) for prioritization and support to the local nutrition programs. NNC X, represented by Nutrition Officer (NO) III Sheena Marie G. Talle and NO I Vazamija Therese A. Villasi, visited LGU Medina, Misamis Oriental last 23 March 2022.

LGU Medina was represented by Vice Mayor Kim Michael P. Odchigue, Kagawad on Health Melchor Corrales, Lorelie F. Arot of the Department of Education, Jasrinne Monique A. Amatong of LGU Agriculture Office, Bayan M. Aca-an of Rural Health Unit, Glorilie S. Vosotrus of the Municipal Social and Welfare Development Office, Municipal Nutrition Action Officer Venus Grace D. Pamisa, and select Barangay Nutrition Scholars.

NO III Talle presented the background of NNC, Philippine Plan of Action for Nutrition 2017-2022, Operation Timbang (OPT) Plus results of the municipality, roles and functions of Local Nutrition Committee, guide to navigating nutrition programs, including focus on First 1000 Days and enabling policies for nutrition program. Status of LGU Nutrition Action Plan and 2022 budget were also discussed.

Article Orientation to new RTWG Members5 April 2022, Cagayan de Oro City – In line with the mandate of National Nutrition Council (NNC) in coordinating and maintaining functional linkages with its networks, NNC Region X facilitated a virtual orientation for new members of the Regional Nutrition Committee-Technical Working Group (RTWG) on 5 April 2022.

This was attended by Ms. Edel Grace T. Seronay, Local Government Operations Officer IV from the Department of the Interior and Local Government (DILG) X, Ms. Ed Cyross P. Cagaanan, Training Specialist I from the Office of Civil Defense (OCD) X, and Dr. Peter S. Bacomo, Medical Officer IV from the National Commission on Indigenous Peoples (NCIP) X.

Nutrition Program Coordinator Gladys Mae S. Fernandez introduced the NNC, its mandates, major programs, and nutrition structures present in Region X. She also discussed the Philippine Plan of Action for Nutrition, with emphasis on the targets, framework, programs, and policies related to nutrition.

Nutrition Officer Sheena Marie G. Talle presented the current members and functions of the RNC and the RTWG. Specifically, she added specific functions and expected actions from the three agencies in fulfilling their roles as members of the RNC.

Questions and clarifications were catered towards the end of the virtual meeting. Ms. Seronay, Ms. Cagaanan and Dr. Bacomo thanked NNC X for the presentation which enlightened them on their deliverables as RTWG representatives.

Being “spoons” to nutrition development, the NNC X seeks for improved coordination and harmonized efforts with the three agencies as the RNC X steers towards its “One Region in Nutrition” commitment. (NO III Sheena Marie G. Talle)
