The National Nutrition Council (NNC) XII in partnership with the Regional Nutrition Evaluation Team (RNET) members recognize Ms. Genalyn C. Fernando, Barangay Nutrition Scholar (BNS) of Brgy. Malibatuan, Arakan Cotabato Province as 2019 Outstanding BNS in the Region during the Regional Nutrition Awarding Ceremony (RNAC) last December 9, 2021, at the Farm @ Carpenter Hill, Koronadal City.
In the year 2014, Ms. Genalyn Fernando began her journey as BNS at Brgy. Malibatuan. She excelled in her roles and functions as BNS for the past seven years without asking anything in return. Her commitment in eradicating malnutrition, as well as her compassion for others, motivates her to strive even more. Moreover, as one of the frontline responders during the pandemic, she has faced numerous hurdles, but this only motivates her to provide the best possible care to the community.

SOCCSKSARGEN—The National Nutrition Council XII held its 2021 Regional Nutrition Awarding Ceremony on December 9, 2021 at The Farm@Carpenter Hill, Koronadal City and via online platform. Spearheaded by Regional Nutrition Program Coordinator, Ms. Retsebeth M. Laquihon, RND, MPD, MDM, the first ever blended awarding ceremony was attended by around 160 participants for both on-site and online. It also reached a total of 1,300 views through Facebook livestreaming. Gracing the event were DOH-CHD XII Regional Director, Dr. Aristides C. Tan, DILG XII Regional Director Josephine Leysa, Executive Director of Zuellig Family Foundation, Mr. Austere Panadero and Save the Children Head of Southcentral Mindanao Office, Ms. Ivy G. Caballes, RN.

The National Nutrition Council SOCCSKSARGEN Region successfully conducted the two-day Regional Virtual Dialogue with Punong Barangays: Enabling Nutrition Devolution via Zoom Videoconference and Facebook Live last November 24-25, 2021. A total of 263 in attendance were composed of Barangay Captains, members of the Barangay Nutrition Committee, Sangguniang Kabataan Chairpersons, and Barangay Nutrition Scholars. The event also goes Facebook Live with 2.7K reach. The said activity served as a continuation of the previously conducted Nutrition Devolution Dialogue Series.
The virtual regional dialogue with punong barangays was opened by the Regional Director of DILG XII and Regional Nutrition Committee Vice-Chair, Josephine C. Leysa, CESO III. Further, the event was also graced by an inspirational message from the Assistant Secretary and Executive Director of the National Nutrition Council, Dr. Azucena M. Dayanghirang.

The National Nutrition Council (NNC), as the highest policymaking and coordination body on nutrition, oversees designing and maintaining a system for monitoring and coordinating the functionality of Local Nutrition Committees (LNC). LNC is composed of representatives from different local departments such as health, agriculture, and social welfare and development, development planning office and budget office as well as national government agencies such as DepEd and nongovernment organizations operating in the area. Hence, it is necessary that all LGUs establish a functional local nutrition committee to administer and manage the nutrition program efficiently and effectively.

By 2022, the Philippines will be entering a new period of “re-devolution” due to the Mandanas-Garcia Ruling and Executive Order 138, s.2021. In the Mandanas-Garcia Ruling, the Supreme Court Ruled that the Local Government Units should receive a just share of most national taxes, which meant LGU’s would be receiving a significantly higher budget starting 2022. This welcome development for many nutrition advocates that saw it as a possible starting point for bigger investments for nutrition.
In the Philippines, the provincial governments are accountable for monitoring the planning and delivery of nutrition-specific and nutrition-sensitive services by the municipal governments. With the first 1000 days (pregnancy to 2 years of child’s life) referred as a critical window to address undernutrition which can affect outcomes of children later in life, the role of Provincial Government as the overall integrator is crucial for scaling up the implementation of essential policies and programs for nutrition.

The COVID-19 pandemic does not hamper the commitment of the Regional BNS Officers to convene and discuss matters in improving and sustaining the Regional BNS Federation. Last December 3, 2021, the Regional Barangay Nutrition Scholar Federation Inc. Year-End Meeting was conducted at Greenstate Suites, Koronadal City, South Cotabato. It was attended by six (6) regional BNS officers.
The meeting provides an initial avenue for a solid foundation being the BNS leaders who will take the lead in mobilizing other BNSs in the Region to engage, be involved, and participate actively for a more efficient and effective nutrition program implementation. Matters discussed during the said activity includes technical updates on the EOPT Plus tool and MELLPI Pro, the status of Regional BNS Federation Inc. fund, revisiting the Constitution and By-Laws (CBL), Implementing Rules and Regulations (IRR), and Securities and Exchange Commission (SEC) Registration status of the regional BNS federation.
