NNC-NCR showcases delicacies Metro Manila LGUs As part of the weeklong celebration of the National Nutrition Council’s 40th Anniversary on 23-27 June 2014, a Regional Showcase participated in by the 17 NNC regional offices was held.  All the NNC regional offices tried to outdo each other in decorating their respective booths showcasing the foods and non-food products of their region.

The National Capital Region (NCR) or commonly referred to as Metro Manila, although considered a melting pot of regional cuisines, also boasts of delicacies and healthy foods that are unique to Metro Manila.  Foods displayed and offered to guests in the NCR Booth during the three-day exhibit and food sampling included the yummy Balut and Itlog na Maalat (salted eggs) of the Municipality of Pateros, Sapin-sapin and Pancit Malabon of Malabon City, different variants of Hopiang Tipas and Halayang Ube of Taguig City, Putong Polo of Valenzuela City, Everlasting (similar to embutido) of Marikina City, malunggay-dilis polvoron of Muntinlupa City, Atchara of Makati City, and malunggay shing-a-lingand malunggay tea. 

NNC officials and staff, visitors and guests enjoyed the food sampling.  It was indeed a festive occasion seeing all the goodies and products from all over the Philippines.   The Regional Showcase is indeed a good way of promoting the culture and foods of the different regions in the country.  What a nutritious way to celebrate NNC’s 40th year!

The City and Municipal Nutrition Action Officers (C/MNAOs) in Metro Manila elected the new set of officers and board members of their AssociationThe City and Municipal Nutrition Action Officers (C/MNAOs) in Metro Manila elected the new set of officers and board members of their Association during their regular meeting held on June 11, 2014 at the Lancaster Hotel in Mandaluyong City.

Re-elected President of the Association of NAOs in NCR (ANAO-NCR, Inc.) is Mandaluyong First Lady and CNAO Mrs. Carmelita “Menchie” A. Abalos.  She is also currently the President of the NAOs’ Association of the Philippines or NAOPA.

Barangay Nutrition AcholarsIn a meeting with the Municipal Nutrition Program Coordinator (MNPC) Julia Sapno and the Barangay Nutrition Scholars (BNSs) of Pateros on 28 May 2014, NNC-NCR NPC Milagros Elisa V. Federizo underscored the important roles the BNSs play in the implementation of nutrition programs at the barangays.  The meeting was held as part of the continuing shepherding project of the Regional Nutrition Committee (RNC) in Pateros.

During the free-flowing discussion on the status of the nutrition program implementation in the municipality, the BNSs and MNPC Sapno identified several challenges in the efficient and effective implementation of nutrition and related programs. The foremost of which is the non-functionality of some of the Barangay Nutrition Committees (BNCs). The group brainstormed on the strategies to address this problem and what the BNSs can do to help improve the barangay nutrition program implementation. 

Among the actions that MNPC Sapno and the BNSs identified and committed to do include the following:  (a) ask assistance of and work closely with the DILG officer in making the BNCs functional using the indicators provided by NNC; (b) advocate for the designation of Barangay Nutrition Action Officer (BNAO) in all barangays; (c) present the Operation Timbang (OPT) results to the barangay captains and existing BNAOs as an advocacy strategy; (d) tap the assistance of Liga ng Barangay President in getting the support of barangay captains; (d) conduct regular BNS meetings with Municipal Nutrition Action Officer Dr. Joyce Medina; (e) provide the Municipal Health Officer and MNAO feedback on the status of the BNS Program regularly; and (e) conduct time and motion study to assess the work load of the BNSs so that more time can be devoted in doing home visits, active casefinding, referral and follow-up. These suggested actions will be discussed by MNPC Sapno with the MNAO and the Municipal Nutrition Committee (MNC).

Cognizant of their important roles and functions, the BNSs reiterated their commitment to help improve the nutrition program implementation in the barangays by doing their job well.  They also pledge their support to assist the MNC in undertaking the necessary actions to improve their nutrition program implementation, particularly at the barangay level.  

 

NCR C/DNPC 2013 general assembly29 May 2014, Mandaluyong City – The Association of City/District Nutrition Program Coordinators (C/DNPCs) of Metro Manila held their General Assembly for the year after the successful Learning Visit (Lakbay-Aral) in Mandaluyong City.  Association President Eileen S. Guevara presided over the meeting attended by 71 C/DNPCs from the 17 cities and municipality in Metro Manila.

Several resolutions pertaining to the amendment of some portions of the Association’s Constitution and By-Laws as well as financial matters were approved by the body at the meeting.  The officers and members reiterated their support to the promotion of good nutrition (PGN) which includes the Nutritional Guidelines for Filipinos (NGF).  The Association being a member of the regional media group, NCR Nutrition Communication Resource Group (NCR2), will produce a music video on maintaining healthy weight to promote NGF #9.  This will be done in collaboration with the regional Federation of Barangay Nutrition Scholars (BNSs). 

Regional Nutrition Program Coordinator Milagros Elisa V. Federizo also presented the proposed bill repealing Presidential Decree No. 1286, the law that regulates the practice of Nutrition and Dietetics in the country. She requested the Association to review, support and attend consultation meetings to ensure that the welfare of public health nutritionist-dietitians is upheld and included in the bill. 

An important highlight of the meeting is the election of the new set of Board of Directors for 2015-2016.  The Association was organized in 1985 and was registered with the Securities and Exchange Commission (SEC) in 1993 as a non-profit organization.  It remains to be an invaluable partner of NNC-NCR in the implementation and management of the Philippine Plan of Action (PPAN) in the region.

NCR Caloocan Nutrition CommitteeThe City Nutrition Committee (CNC) of Caloocan had their meeting on 27 May 2014 with foremost objective of revitalizing and expanding its membership.  This is an offshoot of the Monitoring and Evaluation of Local Level Plan Implementation (MELLPI) conducted recently by the Regional Nutrition Evaluation Team (RNET) in the city wherein one of the recommendations is to reorganize the CNC and make it fully functional.

Regional Nutrition Program Coordinator Milagros Elisa V. Federizo explained during the meeting the importance of having an organized and functional CNC, their roles and functions and what they can do to improve the city’s nutrition situation using the Philippine Plan of Action for Nutrition (PPAN) framework. 

City Nutrition Action Officer (CNAO) Dr. Maybelle P. Sison presided the meeting on behalf of Mayor and CNC Chair Oscar Malapitan.  Assisting her at the meeting was the nutrition secretariat led by Ms. Maria Teresa G. Abando. The meeting was well-attended by representatives from various local offices and organizations in the city. 

An important output of the meeting is the draft Executive Order (EO) reconstituting and expanding the composition of the CNC including the creation of a Nutrition Cluster as a sub-committee of the CNC. The draft EO will be submitted to Mayor and CNC Chair Malapitan for his approval and signature. Another priority action identified by the CNC is advocating among all barangay captains the deployment of at least one Barangay Nutrition Scholar in all the 188 barangays of Caloocan City. 

Metro Manila C/DNPCs visit Mandaluyong City for their Lakbay-Aral29 May 2014, Mandaluyong City - The City/District Nutrition Program Coordinators (C/DNPCs) Association of Metro Manila had their Lakbay-Aral (learning visit) in Mandaluyong City. This yearly activity of the Association facilitated by the National Nutrition Council-NCR aims toenhance their knowledge on local nutrition program management and allow them to observe good practices and innovative projects of other local government units (LGUs) which they may apply in their respective areas.  This year, the C/DNPCs decided to visit Mandaluyong City to learn from them being the 2013 Green Banner and Consistent Regional Outstanding Winner in Nutrition (CROWN) Awardee.

The participants were welcomed by City Health Officer Dr. Pecos Camarines on behalf of Mayor Benhur Abalos and City Nutrition Action Officer (CNAO) Mrs. Menchie Abalos who were in Tanauan, Leyte visiting their city’s adopted community affected by Typhoon Yolanda.  The City Nutrition Committee (CNC) highlighted their city’s innovative and sustainable nutrition programs through a video presentation. Councilor Charisse A. Abalos also welcomed the group and discussed their city’s newly passed ordinance called Code of Parental Responsibility (CPR).  

After the opening program, the CNC members guided the participants as they visited the City Nutrition Office to see their documentation practices and the Breastfeeding Station, both located at the City Hall.  The group then proceeded to the Brgy. Mabini J. Rizal and Manpower Development Training Center (MMDTC).
