Nutrition Evaluation Team (RNET) started its annual Monitoring and Evaluation of Local Level Plan Implementation (MELLPI) for the year 2015 here last week.

The RNET led by the NNC-CAR in collaboration with the interagency evaluation team will go around the region to monitor and evaluate the efficiency and effectiveness of the local nutrition program being implemented by the different local government units (LGUs) in the region.

First stop of the RNET composed of representatives from the Bureau of Fisheries and Aquatic Resources, Department of Health, Philippine Information Agency and NNC, was at Luna where the team met with the Municipal Nutrition Action Officer, Barangay Nutrition Scholar, and conducted interviews and review and analysis of documents.

The group proceeded to Kabugao on April 16 and met the members of the Municipal Nutrition Committee led by Dr. PJ Ukkong. She presented the MNC 2014 accomplishment report and shared some information about the municipality.

Kabugao has 21 barangays and not even half of it are accessible by road at the moment. Hopefully before the year ends, majority of the barangays will be accessible through the Kabugao-Solsona road, she said. The town has also 8 barangay health stations, of which two were converted to birthing facility.

The RNET is organized to evaluate provinces, cities, municipalities and barangays with Nutrition Action Plans (NAP). For monitoring purposes, the RNET also visits local government units without NAP, non-functional nutrition committee and without nutrition program to provide technical assistance.

The RNET is scheduled to go to Abra on April 27-30; Baguio City and Mt. Province (May 4-8); Kalinga and Tabuk City (May 11-15); Ifugao (May 18-22) and Benguet (May 25-29). Maria Aprila Cruz

The panelists were composed of NPC Rita D. Papey of NNC-CAR; Dir. Rosa Fortaleza of PopCom-CAR; ARD Amelita Pangilinan of DOH-CAR, ARD Jojo V. Valera of OCD-CAR; Ms. Marcia Espinueva of DSWD-CAR and Ms. Michelle Andaya of Deped-CAR anchored by Ms. Jing of DZEQ Radyo ng Bayan- Baguio and Ms. Susan Aro of the Philippine Information Agency.

The event aims to increase awareness of the listeners and televiewers in celebrating the nutrition month with the theme: “Kalamidad paghandaan: Gutom at malnutrisyon agapan!” and the World Population Day with the theme: “Investing in Young People!”.

NPC Papey highlighted that it is important to be prepared in order to prevent death and protect the right to nutrition of affected populations during emergencies. “The affected populations are more likely to experience malnutrition because of lack or inadequate food and water, poor access to health services, civil insecurity and inadequate delivery of assistance. Population groups who are already malnourished even before the emergency are more vulnerable to illness and death during emergencies” she added.

Papey and ARD Pangilinan also stressed the need for the organization of the local nutrition clusters to ensure delivery of nutrition services during emergencies as provided for by the RDC-CAR Resolution No. 04 Series of 2014 requiring all LGUs to designate their respective Local Nutrition Committees to serve as the Local Nutrition Cluster.

On the other hand, Director Fortaleza said that as the youth’s population increases, their role in the society becomes significantly important. “It is a fact that young people of today will shape the world for decades to come. To change the world for the better is to invest in the growth and strength of our youth”

The Nutrition Month Kapihan is a regular event of the Regional Nutrition Committee (RNC) every month of July and is being aired live on radio (DZWT AM 540Gghz) and replayed on skycable TV.

The National Nutrition Council (NNC) established two new radio stations, Nutriskwela Radio Kasalip in Pasil, Kalinga and Nutriskwela Radio Kasaranay in Luna Apayaothrough its Nutriskwela Community Radio Network Program.

Station personnel for both stations attended a training on Community Radio Broadcasting in Manila last March 2-3, 2015. Both training culminated with the inaugural broadcast and launching of the community radio.

The criteria for the identification of areas for the establishment of radio stations are as follows: absence or limited access to commercial radio broadcasts, willingness of partner to provide counterpart personnel, space and funds for the operations, area pass the technical evaluation of NNC, and feasibility of sustaining the operations of the broadcast facility. Aside from the regular semestral meeting, one of their agenda is a visit to the province of Ifugao, known for their commendable performance in nutrition implementation.

The governor of Ifugao, Hon. Denis B. Habawel warmly welcomed the delegates. In his message the Governor mentioned that although Ifugao is one among the top poorest provinces in the country, Ifugao has a very low malnutrition rate. He said, “We may be cash-poor, but we are naturally food-rich that is why we only have few malnourished children.”

The city’s nutrition monitoring team reported a continuous decreasing incidence of undernourished children in Baguio City.

During the Regional Nutrition Evaluators Exit Conference, the team reported to Mayor Mauricio Domogan a steady drop in the number of undernourished children from 4.18 percent last year to 3.47 percent this year.

The development is attributed to the increase in the incentives of Barangay Nutrition Scholars (BNS), Barangay Nutrition Action Officers (BNAO) , and Barangay Health Workers (BHW), along with the activation of nutrition clusters in every barangay to protect the nutritional well being of the populace and proper use of allocated funds for nutrition.

Passage of resolutions and ordinances on nutrition and nutrition related-activities and sustained involvement of the private sector in Baguio City Nutrition Council (BCNC) are also considered as strengths in curbing malnutrition.

The monitoring team also acknowledged the close coordination of the Barangay Nutrition Committee members and kagawads, BNS, BNAO, BHW, day care workers, Department of Education representatives, and other voluntary groups; the strong leadership of the barangay captains and officials, and the intervention in the Barangay Nutrition Action plan that focuses on malnourished children as major strengths in fighting malnutrition.

The committee also included the conduct of Pabasa sa Nutrisyon, the conduct of various livelihood projects, strengthened implementation of the barangays on Infant and Young Child Feeding program, presence of barangay breastfeeding corners, and creation of IYCF support groups as strengths which helped in the fight against malnutrition. The city government will also be strengthening the vegetable garden program in every barangay by giving free seeds and enhancement trainings from other government agencies on planting will also be conducted to promote healthy living. – Mr. Paul Rillorta, The Baguio Midland Courier
