Baguio City- -Twelve nutrition champions in the cordillera region were cited on Thursday (October 2, 2014) for their exemplary implementation of nutrition programs in the provinces and cities.

Regional Nutrition Program Coordinator Rita Papey said the awardees were chosen through a system of assessment of strengths and weaknesses in the planning of their local nutrition action plans.

This year’s awardees are recipients of Green Banner Outstanding Program Implementer and Outstanding Barangay Nutrition Scholars Awards.

Among the awardees region-wide are the Green Banner Awardees that include Benguet as Regional Most Outstanding Nutrition Implementer (Provincial Level), Baguio as Regional Most Outstanding Nutrition Implementer (City Level), and Alfonso Lista in Ifugao as Regional Most Outstanding Nutrition Implementer (Municipal Level). Ifugao province was also recognized for bagging the National Nutrition Honor Award.

Also feted as Green Banner Awardees as Municipal Most Outstanding Implementer in Nutrition are Alfonso Lista in Ifugao and Tublay in Benguet.

The Green Banner Award is given to a town, city and province with exemplary performance in nutrition program implementation.

Aside from local governments, also awarded as Outstanding Regional Barangay Nutrition Scholars is Magdalena Sacpa of Central Kapangan in Benguet. The finalists in the outstanding Barangay Nutrition Scholars Awards are Purita Perez (Baguio), Love-in Lagat (Ifugao), Easel Ledesma (Abra), Ellen Lingayo (Kalinga), and Milagros Cabe (Tabuk City).

The awardees received a plaque of recognition and cash awards from the National Nutrition Council.

Ifugao Representative Teddy Baguilat Jr., the guest of honor and speaker during the awarding ceremony held Thursday, said the challenge of nutrition remains at the country side which needs to be given importance by local governments.

The removal of the Priority Development Assistance Fund has affected the implementation of nutrition programs but he says this was cushioned by the local governments who have implemented the programs of combatting malnutrition in region’s far flung barangays and sitios, he said.

Baguilat said nutrition program sustainability depends mostly in local chief executives from town to provincial officials by implementing a sustainable and successful nutrition program.

He also said that the region’s geography and terrain remains a challenge that is being addressed by nutrition workers regularly through their sacrifice and hard works which needs regular recognition and incentives from government. – Baguio Chronicle

Regional Dissemination Forum held on October 09, 2014 at El Cielito Inn, Baguio City.

The FNRI report bared a lower prevalence rate for underweight (weight for age below standard) preschool and school children in CAR 16.5% and 19.7% respectively compared to the national average of underweight preschool children of 19.1% and school children of 29.0%. The report also showed CAR having the lowest prevalence rate for wasting (weight for height below standard) among preschool, school age children and adolescents with prevalence of 7.9%, 4.3% and 6.0% respectively compared to other regions in the country.

The report however showed that CAR is very high on stunting, overweight and obesity compared to other regions. The prevalence of stunting is 32.4% among preschool children and 29.9% for school children or about 3 out of 10 pre-school children and school age children are stunted. Based on the report CAR belongs to the top four regions with the highest prevalence rates for overweight and obesity in the region in all age groups (pre-school children, school age children, adolescents and adults) are within the top four highest compared to other regions in the country. Across all ages, overweight and obesity is continuously increasing from the past surveys.

Ms. Rita Papey, the Regional Nutrition Program Coordinator who facilitated the interactive session of the forum, said the region is experiencing a double burden of malnutrition. While undernutrition particularly stunting as a major concern, the problem on overweight and obesity aggravates the battle on malnutrition. During the interactive discussion, participants pointed out that obesity and overweight are major concerns that nutrition workers in the region should give more focus while sustaining and further improving the gains in undernutrition.

The forum was participated by the Municipal Nutrition Action Officers (MNAOs) of the municipalities of Abra, Provincial Nutrition Committee members of Abra and the regional officers of the various associations/federations on nutrition particularly the Nutrition Action Officers (NAOs)-CAR, District/City Nutrition Program Coordinators (D/CNPCs)-CAR and Cordillera Barangay Nutrition Scholars (BNSs).

In the opening and welcome message of the Provincial Administrator representing the governor- Honorable Eustaquio Bersamin, she said that undernutrition among preschool children is a big challenge to the province since they ranked 2nd among the provinces in the region with the highest prevalence of underweight, based on OPT Plus 2013 data. She encouraged the MNAOs present in the forum to initiate measures to address the problem and she committed the support of the province to fight malnutrition in the province.

nncconfersnutritionLAGAWE, Ifugao, Oct. 22 (PIA) - - The National Nutrition Council has conferred to Ifugao the Nutrition Honor Award (NHA) during the National Nutrition awarding ceremony on October 21 at the Philippine International Convention Center in Pasay City.

The award was received by Provincial Nutrition Council members and technical working group led by Governor Denis Habawel, Dr. Aileen Habawel, Dr. Mary Josephine Dulawan, provincial nutrition action officer Corazon Dawong.

Ifugao is one of the three NHA awardees for 2014 that include Maasin City and the municipality of Lal-lo in Cagayan province.

Aside from the NHA trophy and certificate, a P1-million worth check was also awarded to the province as cash incentive.

Department of Health Assistant Secretary Maria Bernardina Flores said the conferment of the NHA to Ifugao was based on the recommendation of the National Nutrition Evaluation Team (NNET).
The result of the NNET validation visit on April 7-12 affirmed the efficient and effective management of the provincial nutrition program, which led to the improvement of the nutritional situation especially among pre-school and schoolchildren, Flores said.Ifugao has been consistently scoring in its nutrition programs bagging the Green Banner Award and the Consistent Regional Winner in Nutrition (CROWN) award on its way to winning the highest nutrition award of the country. cordillerapncThe Local Government Units (LGUs) of Abra, Mt. Province and Kalinga in coordination with the National Nutrition Council- Cordillera Administrative Region (NNC-CAR) conducted the Monitoring and Evaluation of Local Level Plan Implementation (MELLPI) and Search for Outstanding Barangay Nutrition Scholar (OBNS) Orientation. The orientation in the provinces of Abra and Mt. Province were simultaneously held on November 25, 2014 while the orientation in Kalinga was conducted on December 4, 2014.

Participants of the orientation are the members of the Provincial Nutrition Committee, Municipal Nutrition Action Officers and other members of the Municipal Nutrition Committee. MELLPI was included in the Regional Development Council-CAR FLAME (Forwarding Local Autonomy Medal of Excellence) Awards, a mechanism of the RDC-CAR that will recognize and reward valuable contributions of local governments in attaining economic prosperity, social well-being, and environmental integrity. The evaluation and awarding of FLAME will commence next year.

Similar orientation for the provinces of Apayao and Benguet will be scheduled in the month of January or February next year prior to the conduct of their provincial MELLPI.

The conduct of MELLPI orientation by LGUs was an offshoot of the Joint NAOs, DNPC, and BNS Federation Officers’ meeting held in Abra last October where they identified the activity as one of the next steps for all provinces.

newcommunitymobilizersBarangay Labueg, Kapangan, Benguet-- Barangay officials, health and nutrition workers, senior citizens, youth representative and parents of this barangay attended a training that made them Community Mobilizers and Peer Counsellors on Infant and Young Child Feeding. The training was conducted by the Municipality of Kapangan in coordination with the Bengeut Provincial Nutrition Action Officer, Barangay officials of Labueg and National Nutrition Council -CAR on October 14-17, 2014. Barangay Labueg was chosen among the 141 barangays of Benguet province as the IYCF Model Barangay of Benguet because of its very active and committed Barangay Nutrition Committee (BNC).

The training on Community Mobilizers and Peer Counsellors on Infant and Young Child Feeding aimed to mobilize community support for IYCF program and organize peer counselors or support group to conduct peer counselling among pregnant and lactating mothers in the barangay. The main components of the training include lectures on the detailed steps in mobilizing the community support and skill enhancement on IYCF counselling.

The participants of the training reorganized the ‘Barangay Labueg IYCF and Community Support Group’ and agreed on the following activities/strategies: a) inclusion of new members and leadership transition; b) creation of new local policies in support to IYCF; c) continuation of IYCF counselling during home visits and semi-annual Barangay Nutrition Committee (BNC) monitoring activity (Mabodbodeg); d) conduct of Focus Group Discussion among parents by each peer counsellors during the immunization day starting on November 2014; e) implementation of the 2015 Barangay IYCF plan; f) proper documentation of all the IYCF counselling conducted; and g) centralization of filing records of clients counselled for easier consolidation. With these activities, the barangay hopes to achieve 100% exclusive breastfeeding among 0-6 month old children and improved complementary feeding practices in the barangay and sustain zero underweight cases among preschool children.
