Optimized-IFAN FINAL COVERNational Nutrition Council Region 02 (NNC R-02) released the newest issue of Information About Nutrition (IFAN) Magazine last month during the Program Implementation Review cum Christmas party in Tuguegarao City.
This issue’s theme is, “Cagayan Valley: Moving towards health excellence,” focused on the programs, projects and activities of the agency for the past 6 mos of the year 2015. The ceremonial launching started by the giving of insights of the previous issues shared by Ms. Rhodora G. Maestre, Nutrition Program Coordinator wherein she stated that the previous issues focused on showing how unique practices in the region help the agency in achieving its goals and objectives.


NPC Rhodora Maestre discusses the Focus of LMP in 2016 to the participantsNational Nutrition Council Region 02 hastens its ties to Media Partners by creating the Nutrition Information Media Post (NIPM) as a basis of Nutrition related program and activities in the region in the recently conducted Media Expansion Meeting last January 18 at Tuguegarao City.


The creation of NIPM gives way to the local media of Cagayan Valley for easy access of information related to Nutrition activities, programs and projects around the region. It also fastens the circulation of information from the Barangay Level to regional level. The social media page of the agency will be used as the digital storage of information and recently concluded activity of each barangays and municipalities.


The idea of using Facebook as a mean is due to the high usage of this social media in the region. It will also boost the relationship of the agency to every barangay if their activity will be covered by Media. In an interview, Nutrition Program Coordinator, Ms. Rhodora G. Maestre, emphasized that it is important to tighten relationship with media they are the bridge that connect the agency to its constituents. Further, it will also a way of acknowledging efforts of locality in implementing nutrition related program and activities.

Brown RiceBROWN RICE. Most often, we say it is intended solely for people who undergo a dieting process. Though it is true that brown rice can help in losing body weight, little we know, this is just one of the several benefits that we can get from eating brown rice.
Thus, to educate further the citizens in the region, the Department of Agriculture (DA) Region 02 conducted a lecture through the Nutrition Program Coordinator (NPC) of the National Nutrition Council (NNC) Region 2, Ms. Rhodora G. Maestre, on brown rice in their annual Rice Awareness Month every November.
With the theme “Be Riceponsible in Your Own Way Now (Brown) 4 Good”, NPC Maestre discussed brown rice featuring its health and nutrition benefits.
As early as 6, 000 years ago, rice was already cultivated in China. Today, China is one of the largest exporters of rice in the world including Thailand and Vietnam. Eating rice has been part our daily life for survival. Rice is the main source of carbohydrates which supplies the body enough energy in order to live on.
Did you know that the whiter the rice, the lesser the carbohydrates it gives? And we are very much accustomed in eating white rice. “White Rice” is a result of the further milled rice that elliminates the bran and most of the germ layer. “Brown Rice”, on the other hand, is milled once removing only its outer layer called “hull” thus, its nutritional value is still intact.
So why settle for brown not white rice? Here are the reasons why. Brown rice still contain a layer called “aleurone layer” -- a layer filled with health-supportive, essential fats. The absence of this layer makes the rice purely a refined “starch”. This happens when rice is milled again to prolong its shelf life allowing more layers of the grain to be removed which results to lesser nutritional value.

MANGANESE. Brown rice is an excellent source of this essential element. It helps in producing energy from protein and carbohydrate. Manganese also involves in the synthesis of fatty acids which are important in achieving a healthy nervous system and in the production of cholesterol used by the body to produce sex hormones. It is a very important component of antioxidant enzyme called “Superoxide Dismutase” SOD found in Mitochondria, an oxygen based energy factories inside most of our cells, which provides protection against damage from the free radicals produced during energy production.

NPC Maestre posed together with the participants of NGO Forum after the recently concluded NGO ForumWith its aim of scaling up to innovations for nutrition improvement, the National Nutrition Council (NNC) Region 02 collaborated and linked with Regional Non-Government Organizations (NGOs) in the recently concluded Regional NGO Forum in Tuguegarao City last November 17.

Rhodora G. Maestre, Nutrition Program Coordinator, said NGOs have vital roles in shaping and implementing various nutrition programs and activities in the community level.

"We tapped them to help us end under nutrition as part of the Scaling Up Nutrition (SUN) movement in which the Philippines is a member," she said.

Maestre said NNC wants to recognize and document the full involvement, support and nutrition efforts of NGOs in the achievement of Philippine Plan of Action for Nutrition (PPAN) 2011-2016.

A total of 15 participating NGOs attended the said forum,namely Babbai nga Namnama ti Umili ti Sta. Ana (BNUST), Cagayan Valley Barangay Nutrition Scholars Federation (CVBNSF), Integrated Midwives Association of the Philippines Incorporated (IMAP), Quirino Mamparang Lions Club International (QMLC), Rotary Club of Tuguegarao Rainbow, Rural Improvement Clubs of Lal-lo, Cagayan (RICs), and Cagayan Valley Partners in People Development (CAVAPPED).

NIEM provincial cluster posed together with NPC Julie Maestre after the successful Nutrition in Emergencies TrainingAn intensive 5-day training on Nutrition in Emergencies (NiEm) was conducted recently by the National Nutrition Council Region 02 (NNC-RO2) held at Hotel Veniz, Baguio City last November 9-13.

It was attended by different Nutrition Action Officers (NAO), Nutrition Officers (NO), Municipal Disaster Risk Reduction and Management Officers (MDRRMO) and Municipal Health Officers (MHO) of Region 02 while Dr. Edwin Galapon of Nueva Vizcaya was the only Provincial Health Officer (PHO) present.

Nutrition in Emergencies Training was designed to help equip the participants with the expertise needed to lead or support nutrition responses in emergencies. Graduates of this training are intended to build the skills of anyone who has an involvement with emergency nutrition, including health and food security staff, and general program managers.

According to Nutrition Program Coordinator Rhodora G. Maestre, the main aim and goal of the Nutrition in Emergencies Training is to position Nutritionist-Dieticians, Nutrition Program Managers, and Nutrition Cluster Members working in emergencies on the same level of knowledge and understanding on Nutrition in Emergencies- addressing vulnerabilities in multi-hazard situations, be it natural or human induced, and even in the setting of complex emergencies.

“We dream, we all dream and NNC has a big dream. Our big dream is for us to be able to address the malnutrition problem in the country through the different interventions,” Maestre said during her message.

NiEm training consists of 4 modules that were lectured by the NiEm trainer Luningning P. Rhodes, Nutrition Officer IV-Quirino, Evaliza T. Agamata, PDRRMO-Nueva Vizcaya, Leticia Puguon, Nurse IV-Nueva Vizcaya, Clavelina S. Tolbe, Nutritionist-Dietician III-Quirino, Luzviminda P. Ragpa, Nutrition Officer III-Nueva Vizcaya, Henedina S. Cabrera, Nutritionist-Dietician III-Isabela and Mildred Austria, Project Evaluation Officer III-Quirino.

Meastre also extended her gratitude to the trainers/facilitators and participants in accepting the responsibilities in ensuring their mission to contribute in building a safer and well prepared community in preventing death, malnutrition, morbidity and mortality in emergencies and disasters.

RBATF Region Team led by NPC Maestre together with DOH-FDA Head Ms. Leny Perez in the recently concluded RBATF Meeting last December 2015Department of Health-Food and Drug Administration teamed up with the National Nutrition Council Region 02 to ensure a stronger and strict implementation of National Salt Iodization Program in the region last December 3 at Alaminos, Pangasinan.

As discussed during the last Quarter Regional Bantay Asin Task Force (RBATF), Ms. Leni Perez, FDA-Supervisor, and Ms. Rhodora G. Maestre, Nutrition Program Coordinator-NNC R-02, linked with each other to ensure that the realization and implementation of NSIP in the region will be more strict and effective.

They assured that they will work hand in hand especially in giving support to every situated Bantay Asin Checkpoints in the province, Sta. Fe and Kayapa in Nueva Vizcaya and Sta. Praxedes, Cagayan. Ms. Perez also guaranteed that their agency will fund the monitoring team needs such as WYD Iodine Checker and Re agent solution which are necessary in the said checkpoints.

Further, DOH-FDA will discussed with their office the proposal of leading the RBATF for 2016, which is stated in the Law, but NPC Maestre still pledged NNC’s commitment despite of the changes that will happen.
