Veggies for ChikitingPalo, Leyte- “Additional learning particularly on the different food locally found in the community are relevant information that will help us BNSs share to mothers and caregivers in our area of assignment”, relayed by the group of barangay nutrition scholars (BNS) participated the virtual conference from Sta. Fe Leyte during its BNS Day conducted on 28 July 2021 via Zoom Platform.

The Department of Agriculture with its Senior Agriculturist, Ms. Nemie Aurora Abalos discussed to the group the topic, “The Right Veggies sa mga Chikiting”.

The topic focuses on the different food the mother or caregivers can introduce to a growing child, starting at six months.

Ms. Abalos introduced food rich in energy, protein, fruits and vegetables and food containing oil and fats.

Mothers and caregivers can share foods such as cooked chicken, pork or fish flake, mashed egg, potato, banana, and papaya, pounded or crushed beans, dilis, sliced or chopped malunggay, carrot and other vegetables. Likewise, food can also be grinded or scraped such as fruits.

BNS DAy 2021Palo, Leyte- On Wednesday over 500 barangay nutrition scholars in Eastern Visayas gathered together via virtual platform to celebrate the Barangay Nutrition Scholars’ Day.

This year, the Eastern Visayas Association of Barangay Nutrition Scholars (EVA-BNS) convened in particular to gain updates and knowledge of the 2021 Nutrition Month theme, “Malnutrisyon patuloy na labanan, first 1,000 days tutukan”.

Invited speaker from the Department of the Interior and Local Government (DILG), Local Gvernment Operations Officer V, Ms. Raida Cabahit talked about the Executive Order No. 138, particularly on the implementation of the Supreme Court Ruling on the Mandanas-Garcia Petition.

EO 138, signed by President Rodrigo Roa Duterte on June 1, 2021 states that “The functions, services, and facilities which shall be fully devolved from the national government (NG) to the local government units (LGUs) no later than the end of FY (fiscal year) 2024, shall include those indicated under Section 17 of RA No. 7160 and other existing laws which subsequently devolved functions of the NG to LGUs."

On the other hand, Department of Agriculture, Senior Agriculturist, Ms.Nemie Abalos shared the topic on “The Right Veges sa mga Chikiting”. The topic broaden the knowledge of the BNSs on the different local vegetables that can help mother’s prepare complementary food for the growing child.

NM_2021_DOH_ActivityPalo, Leyte-The Department of Health Eastern Visayas joins the nationwide celebration of Nutrition Month celebration. As part of the month-long celebration, the DOH EV, a thematic talk focus on the theme was organized by the Family Health Unit.

On 16 July 2021, the agency opted for a virtual thematic talk brought about by the changing quarantine protocols. The celebration was opened by a welcome message by Dr. Fedilita Dico, head of the Local Health Technical Assistance and Management Section.

She emphasized the importance of the first 1000 days interventions from conception to the first 2 years in the life of a child. She challenged the virtual participants to listen and participate in the question-and-answer portion since the organizer prepared prices to winning participants.

Speakers of the 2021 virtual NM thematic talk were NNC 8 Regional Nutrition Program Coordinator, Dr. Catalino P. Dotollo, Jr. and DOH 8’s own Nutritionist- Dietitian IV Ms. Felecità R. Borata.

Dr Dotollo talked on the importance of the celebration, the regional nutrition situation, addressing malnutrition in this time of pandemic and opportunities for nutrition support of various stakeholders. Meanwhile, Ms. Borata talk on the First 1000 days particularly programs and continuum of services.

Question and answer portion followed the technical inputs. Various issues also raised regarding breastfeeding and complementary feeding which the speakers enthusiastically answered.

DSWD FDSonair July2021Tacloban City-The Department of Social Welfare and Development (DSWD) Region 8 is implementing an on Air Family Development Session (FDS) for the Pantawid beneficiaries or 4Ps and today National Nutrition Council 8 Regional Nutrition Program Coordinator Dr. Catalino P. Dotollo, Jr was the first guest.

RNPC Dotollo talked about the topic on “Wastong Nutrisyon sa Panahon ng Pandemya and Nutrition Month Campaign: Malnutrisyon Patuloy Na Labanan First 1000 days Tutukan.”

The Family Development Session intends to strengthen the capacities of Pantawid families, particularly the parents/grantees, to become more responsive to the health and education needs of the family and their children.

The FDS is a monthly parent group activity attended by the main grantee/s of the household, usually mothers, to enhance their parenting capabilities and encourage them to be more active citizen of the society. It serves as psychosocial and education intervention of the Pantawid Pamilya Program and complementary activity provided for the household grantees and household heads to ensure that children beneficiaries are able to comply with the conditionalities, and parents are able to provide necessary support to them for health and education needs.

Forum July 2021

Palo, Leyte-In a forum organized by the National Nutrition Council 8 on Wednesday July 14, 2021, via a virtual platform, nutrition action officers, media group and other stakeholders saw an opportunity to scale nutrition interventions in 2022 especially on the implementation of the first 1,000 days of the child’s life program.

Regional Nutrition Program Coordinator, Dr. Catalino P. Dotollo, Jr. discussed explicitly the RA 11148 or the “Kalusugan at Nutrisyon ng Mag-Nanay Act” its importance and salient features.

Dr. Dotollo said that with the implementation of the Mandanas-Garcia ruling, the nutrition action officers, and other stakeholders shall push for and lobby intensively for the inclusion of nutrition programs, projects, and activities in the 2022 Annual Investment Program including the creation of the nutrition action officers at the local government units.

The forum highlighted the comprehensive program on the first 1000 days, major strategies, and programs to scale up health and nutrition services, tips for local government to scale up nutrition interventions, and the whole-of-nation approach to scale up nutrition interventions in the first 1,000 days of the child’s life.

Dialogue July2021Palo, Leyte- In a dialogue facilitated by the National Nutrition Council 8 with the topic Mandanas-Garcia Ruling: Opportunities for Nutrition Support Among Local Government Units conducted on 14 July 2021 via virtual platform, the Department of the Interior and Local Government (DILG) and the Department of Budget and Management (DBM) assured that with the proper coordination and inclusion, nutrition program has its place for local funding and implementation in the coming years.

Timely as the Philippine Government prepares to fulfill its role, functions and services in the full implementation of the Mandanas-Garcia ruling in 2022.

DILG Regional Director Karl Caesar R. Rimando said that with the ruling the local government units are now the actor in the implementation of basic services and that as early as today important programs shall be in placed in the plan.

The good director of DILG shared that the vulnerable group such as the children, women and pregnant which is close to his heart are the priority targets in the delivery of basic services to include the nutrition program implementation.

Meanwhile, Department of Budget and Management Ms Juvy Lobedica, Chief Budget and Management Specialist clarified that at present the LGUs IRA comes from 40% of national internal revenue taxes collected by the Bureau of Internal Revenue. For the indicative FY 2022, Ms Lobedica shared that the National Tax Allotment (NTA) level is at 263,548,501,000 or 37.89% higher than the FY 2021 shares of LGUs.
